Hegland handoutThe EDA Charter In order for business development to happen in Scandia there are a number of factors which must be addressed in advance: 1. A business friendly Comprehensive Plan 2. High speed internet 3. Waste treatment 4. City water 5. Appropriate zoning Most of these are similarly important for residential development. We cannot wait until we have a candidate or candidates in hand to address these factors, they must be addressed in advance as no interested business will wait while we get "our house in order". The road inventory/analysis prepared by Neil Soltis presents the case very graphically as to what is the major factor facing our community and its management..... ROADS. Taking the cheap route of reclaiming and repaving what we have it has been determined that we need to budget an average of $1,810,816 PER YEAR for our roads. With an annual budget of just over $2 million this is clearly impossible. While it is senseful to consider full depth reconstruction rather than just rerclaim and repave, the cost per year to pursue that option is an estimated astronomical $2,845,630 per year. So how do we even begin to deal with such monumental sums? The only senseful solution is a development of our tax base through commercial and residential development. With no substantive action the average Scandia homeowner/property owner is facing colossal tax/levy increases in the future OR the worst roads in Washington County.
