City of Scandia Parks and Recreation Committee Thursday, October 6, 2025
A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and
Zoom. Present: Terry Gorham (Chair), Greg Zauner (Vice-Chair), Dustin Hegland, and Kim Johnson. Absent:
Kathy Sanville. Also Present: Charles Fischer (Public Works Director), Mike Lubke (City Council), and Brenda
“Bee” Stignani (Office Assistant). Gorham called the meeting to order at 6:01 pm. A quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Hegland moved to approve the agenda, Zauner which seconded. Motion carried unanimously.
APPROVAL OF MINUTES
Gorham called for any additions or corrections to the September 4, 2025 minutes. No additions or corrections
were submitted. The minutes stand approved as documented.
REPORTS
Chair Report
Gorham stated his report items will be discussed on agenda items.
OLD BUSINESS
Committee response to Gateway Trail letter
Gorham facilitated discussion, reading aloud the next draft of a support letter to send to Council. Johnson
moved to bring this letter as written to City Council, Zauner seconded. Motion carried unanimously.
Taco Daze/Pickleball tournament recap
Gorham reported 21 teams participated and ran smoothly until rain came fast and ended the tourney after the
round robin play was completed and only the first round of seeded play. The tourney was on track to end by
2:30 p.m., compared to 4 p.m. in the past. The metals are being held for next year’s tourney. A bullhorn or PA
is necessary for communication across all of the courts.
Presentation of visiting all MN state parks
Gorham reported communicating with the speakers to ensure their presentation would be altered for public
audience, as Gorham attended a presentation in a religious setting instead. The speakers confirmed they have
presented at a number of public settings with a slightly altered content. With this assurance, Gorham will
schedule a date where the Community Center is available and the speakers are available. A member of the
Friends of Scandia Parks and Trails approached Gorham to see if PRC would be interested in co-sponsoring this
event if the FSPT board approved.
Vinterfest planning
Zauner reported receiving funds to sponsor the Fire dancers from Marine Bank and the Lions for fireworks.
The directions for the Button Contest will be in the school in early November to pick up completed entries at
Thanksgiving and vote at the December PRC meeting. Zauner asked if there are suggestions for other activities,
followed by a short discussion in the state park presentation would be a good fit. Zauner added that Bolton &
Menk decided to continue to sponsor the cash prizes for VinterBean and Snow Sculpture contests with the
idea to promote the cash winning opportunity to see if that will bring more participants.

NEW BUSINESS
Winter Programming
Stignani reported the Winter Recreation program is only Learn to Skate Beginner and Advanced right now as
the current instructor does not feel qualified to teach the Learn to Skate Hockey Skills class. After following up
on the lead from Zauner and Gorham for Learn to Skate Hocky Skills class, there are still no other instructors or
helpers. Stignani asked Hegland if other high school players might be interested in either opportunities as
volunteers, assistants with a $20 per class stipend, or instructing for 80% of the registrants $75 class fee.
Hegland agreed to investigate. Gorham commented Bill Jabas intends to continue with some Tai Chi class in
the near future. Stignani confirmed PRC will see a request to continue the annual arrangement for him to
offer classes beginning in January 2026.
