City Council
Dear Honorable Members of the Scandia City Council -
On behalf of the Scandia Parks and Recreation Committee, we are writing to express our
enthusiastic support for the proposed extension of the Gateway Trail along Oakhill Road.
This initiative represents a meaningful step toward fulfilling our community’s long-term
vision for a safe, scenic, and accessible trail system that connects Scandia to the broader
regional network—from Pine Point Park through William O’Brien State Park, and ultimately
to the Munger Trail serving northern and western Minnesota.
We are grateful for the current funding opportunity, which is essential to advancing this
vision. While short-term challenges may arise, it is important that each community take
strategic steps to contribute to the broader, long-term plan.
The Committee acknowledges that trail development is a long-term undertaking. While this
segment may seem modest relative to the broader state trails plan, it represents a critical
connection in creating a scenic corridor to William O’Brien State Park and serves as a key
building block within the larger regional trail system.
We understand there may be funding gaps in the original LCCMR grant. However, we are
encouraged by the willingness of agencies such as the Minnesota DNR to help bridge those
gaps and support the project’s completion—without placing additional financial burden on
local taxpayers.
The Gateway Trail extension will complement and enhance Scandia’s local parks system
and highlight the natural beauty of Scandia. It will improve accessibility to our centralized
park amenities and the new Water Tower Barn near the community center and attract
visitors who support local businesses.
We respectfully urge the City Council to take a strong and proactive stance in favor of the
trail extension. This is a pivotal moment where leadership and advocacy can shape
Scandia’s future in lasting and meaningful ways.

consideration of this important initiative. The Parks and Recreation Committee stands
ready to support the City Council in any way we can.

Scandia City Council:
I am in support of continuing the expenditure of funds to develop the trail from Scandia to Pine Point
Park. A lot of money and time has been already spent in planning the project. We need to press
forward!
I realize it will be a short trail, but that is how trails are developed - one section at a time.
I believe Scandia residents (including me) will use the short trail to bike and walk. Maybe even a horse or
two to walk the trail thru the tunnel!
Please don't pass up this opportunity to develop a recreational trail in Scandia!

Good morning wonderful Scandia city staffers!
I'm just casting my vote that we move ahead with the Gateway trail project connecting William O'Brien park to Scandia. I
have read that there are some concerns regarding cost overrun,which could delay or cancel the project. Not sure if this
is actually true, but as with everything, this project will only get more expensive over time, never cheaper. But the long
term benefits seem clear to me. The idea of having our town eventually being the northern terminus of the full Gateway
trail is an amazing prospect. And now that we have the Macklin bike shop in town, this feels like a fantastic economic
and community opportunity that is only getting better big picture. Anyway,thank you all for your hard work watching
over our town. I know its nearly impossible to meet every need or expectation of your constituents, but I'm grateful for
the work you do. Thanks for hearing my voice.

decide not to move forward for various reasons. This bike trail and I believe horse trail is a gift to the area. This building

To the City Council,
I recently saw a post on Facebook suggesting that the Scandia Gateway Trail might be in jeopardy. I'd like
to voice my support for the trail and emphasize how amazing of asset it would be to our community.
It would be incredible to have a paved, car-free trail connecting Scandia directly to O'Brien State Park
and the Pine Point Park Gateway Trail system someday. A multi-use path like this would be safe
alternative from the roads and offer a much-needed resource for both residents and visitors. It would
also provide a boost to local businesses by drawing more people to town.
My family moved here five years ago, and I can confidently say if you build it, the active ski, skate, bike,
and run community will come, from all over. A trail like this would help to support small businesses,
such as the local cafe and bike shop.
The trail would also provide a safe and accessible route for kids biking between Scandia, O'Brien, and
Marine. It would serve as recreational asset for residents of all ages. This would be a tremendous benefit
to the entire area recreationally, economically, and socially.
Personally, the one thing I truly dislike about living here is how unsafe it feels to walk the dogs, run or bike
on the paved roads. Roads like Mayberry, Old Marine Trail, Oxboro, 205th, etc .. often feel dangerous due
to drivers high speeds, blind curves, and drivers who seem frustrated to share the road. Just yesterday, I
found myself shouting at two motorcyclists speeding around a blind corner on Old Marine Trail(they
nearly took out my dog and 1) something I never once did during my 20 years living in St. Paul because
there's sidewalks and trails, there was no need to be in the road, living here you can't avoid it.
Creating a safe, connected trail system isn't just about recreation, it's about livability, safety, and
fostering a stronger sense of community. Please continue to prioritize this project. It would be a lasting
and transformative investment for Scandia.

I have personally been working to get funding for the Gateway Trail into Scandia for about 10 years. I have helped to
submit 3 Minnesota Bond issues as well as LCCMR funding to make this a reality.
I have helped to gather 926 names on a petition regarding the Gateway Trail into Scandia. I have contacted and collected
62 letters of support from individuals and businesses in support of this trail.
I have met with numerous Minnesota senators and representative to gain support for this trail. Then several years ago
we were finally able to acquire funding from LCCMR for this trail.
All our supporters were very pleased and have assumed that things are moving forward with the trail. Now to hear that
Scandia may put a stop to this trail is very disheartening. This trail will allow families to eventually bike into William
O'Brien where they can visit the park. Also people from the park will be able to come in to Scandia by Bike and visit
Meisters, Maklin Bike Shop, Gammelgarden and soon the Water Tower Barn. This brings economic value to our City.
The Gateway Trail is the most popular Bike trail in Minnesota with 125,000 visitors per year. Biking has only increased
after the pandemic and with e-bikes has become very popular.
I fully support this bike trail and hope to use it with my grandchildren. I currently take my children to the Scandia
playground and now we will be able to bike safely on the Gateway Trail.
Please don't put a stop to this very important recreational and economic opportunity for Scandia.

Dear Mayor and City Council Members of the City of Scandia,
We are writing to urge you to continue the progress on connecting the Gateway Trail to
Scandia. When we moved to this area, one of the many lures to buying a home in
Scandia was the projected extension of the Gateway Trail from Pine Point Park north
through William O'Brien State Park to Scandia, and eventually beyond. We optimistically
thought it would happen within a few years. That was in 1995. Now the City has been
awarded LCCMR funds to bring a portion of the Trail to our City, with the important
safety requirement that it cross under Oakhill Road. These are not City taxpayer dollars,
but lottery dollars. State trail safety requirements must be met, so please let this
project proceed to completion. Public input on this project has long been welcomed and
included in the planning, so it seems late in the process to let a few opposing voices rule
the outcome.
We love to bicycle and hike, and bringing the Gateway Trail to our city will offer a very
welcomed trail system to our area. It will be a positive asset to the community both for
its residents but also visitors. Let's do our part to help make this trail a reality.

We're writing in support of the Gateway Trail project, which we understand is under scrutiny due to possible cost
overruns.
We do understand the importance of the possible cost issues. Prices are rising,there is a huge level of economic
uncertainty, plenty of Scandia people are struggling financially and there is only so much money to go around, Few
people, even ardent cyclists, would probably be in favor of launching on the full project, regardless of cost. But we would
be upset to see the City Council say'no thanks; and simply return the money to the state. It seems to us that the role of
the Council is to always take care of the present while building the foundation for Scandia's future. It can be a tricky
balance,for sure, but let's not be short-sighted here. The Gateway Trail can be an important addition to Scandia's future
growth and development. A new, high-end bicycle shop has just opened in the former Mercantile. A reinvigorated
Gammelgarden,the Watertower Barn project that is about to launch, our restaurants and businesses are attractive
venues for out-of-town visitors, including many cyclists. The process of making Scandia a destination for cyclists is already
under way. You can encourage it, or you can severely limit it.
We feel strongly that the best course of action is to find out what, if any, cost overruns there might be when bids for the
work are submitted, and build the maximum amount we can with the funds available from the state. If necessary,we
can then think about how to acquire additional funding.

My understanding is that LCCMR is "use it or lose it" money, and it would be a shame to short-circuit

Dear City Council Members,
I am disappointed to learn that the City Council took a vote to discontinue plans to build the Gateway
Trail through Scandia without calling for a full public hearing to listen to the other side. There is
widespread support for this trail, based on letters written from community members to legislators in
favor of the LCCMR grant awarded in 2023. Did you ask to see those letters? Or invite community
members to present thoughts on why this trail is good for our families (e.g., biking with my future
grandchildren); for our city's economy(did you talk to the new bike shop about whether they support the
trail?); and the trails offering of overall improved livability for residents? I love to bike, but I am not
comfortable biking on Scandia roads with fast-moving traffic. I have been disappointed with the lack of
care for the paved trail on 95 in Scandia and very excited about this future trail.
Two years ago, I purchased 40 acres of land from farmer Arden Johnson specifically BECAUSE the
Gateway Trail will run along its eastern border. My husband and I are exploring options for a future ag
business and the trail will make that more feasible. Alternatively, our 26-year-old daughter is exploring
options to develop a cluster of homes for young people together with a group of friends. Again, the
Gateway Trail with access to William O'Brien State Park is an important aspect of their interest in the
property.
Just because you hear from a few naysayers doesn't mean that there aren't hundreds of us quietly
celebrating the fact that this trail is coming to Scandia. I have been anxiously awaiting it for over a
decade!! I pray it's built by the time I have grandkids who can bike with me through beautiful Scandia.
I respectfully request that you hold a public forum to allow our elected officials to listen to all opinions
before making a decision.

I am a strong proponent of the Gateway trail extension into Scandia. Scandia will benefit from being a
Gateway trailhead to further grow as a destination location, and not just a fuel-stop en route to the family
cabin. The Gateway extension offers the opportunity to connect Scandia with the robust cycling community
in the twin cities. This community is only getting larger with the arrival of ebikes, which has made cycling
longer distances more accessible to all. It would be quite conceivable to see seniors based in Stillwater rolling
up to Scandia to visit our future water tower site, or Mid-sommerdagen at Gammelgarden. As a Scandia
resident and avid cyclist, I can assure you that this community is significant and growing. I am a board
member of Chilkoot Velo out of Stillwater, and we have 160 members (up from around 100 just a few years
ago). We regularly pass through Scandia on our weekly rides. And while our community of avid cyclists is
comfortable on the roads, most novice cyclists are not. I am also a coach Stillwater MTB high school team,
and the NorthStar Development Cycling Team. The Gateway trailhead should draw new businesses to open
shop in downtown Scandia to cater to the cyclists visiting our community, and not just on the
weekends. Campers staying at William O'Brien could pedal up the trail to get ice cream. Cyclists who are not
comfortable with the open roads, would finally be able to wander North of Pine Point Park to explore the
Northern half of Washington County. There is also a new West-East trail spur from Hugo in discussion that
would further connect Scandia to the rest of the county. Consider also that the large employers in Minnesota
are requiring their employees to come back to the office. That puts a strain on growth in Scandia for those
facing commutes into the cities. The Gateway extension offers a healthy alternative to commute on an e-bike
from Scandia to Maplewood without ever leaving the trail. It's a 2-way street, we will attract new visitors to
our city, and our own residents can easily and safely venture out to explore all that the county has to offer,
while promoting a healthy lifestyle. In short, it just makes sense and cents to support the Gateway trail
extension to promote the city of Scandia, improve the experience of our community and make Scandia an
even better place to live.
By our nature, and the nature of the sport, cyclists don't make a lot of noise. Yet silent sport enthusiasts are
just as prevelant as Harley enthusiasts rolling up to Meisters on the weekends. I was happy to see Maklin bike
shop open up where the failing Scandia merchantile store was floundering in the past few years. I would love
to see a coffee shop, a bakery, a malt shop, a deli or something similar open shop in Scandia. The Gateway
Extension could be the magic ticket to see this kind of business growth happen in our downtown area. Why
can't we aspire to be as vibrant as Marine on St Croix?
I was unable to attend the recent meeting at the city hall on this topic, but I would be happy to consult or
answer any questions you have about the cycling community in our area and beyond.

road. Sharing the road with cars,trucks and motor vehicles is not a safe option, but there is no choice. The
proposed trail would give people a much safer option. The thought of a cost overrun does not override community
safety in my mind.

Mr Mayor Steve Kronmiller and Scandia Council members, I am a board member of the Gateway Brown's
Creek Trail Association (GBCTA). I was also the Chairman of the Cycling Scandia, a local group promoting
cycling in and around Scandia. I am also a long-term resident of Scandia who frequently cycles the roads of
Scandia. I ask you, as the leaders of Scandia, to stay the course and move forward on building the trailhead and
the first phase of expansion of the Gateway Brown's Creek Trail in Scandia. GBCTA is actively involved in
assisting the DNR and communities where the trails pass through in supporting, maintaining, and promoting
these trails throughout its footprint.
I became involved in the Cycling Scandia organization after seeing a community post by Janie O'Connor, a past
resident, past chair of Cycling Scandia, and GBCTA board member. She was asking cycling enthusiasts in
Scandia to join their organization to promote cycling in Scandia. I joined in 2020. I thought it was time for me
to give back to Scandia, having cycled through the city for over 20 years. I then took over the chair of Cycling
Scania and the board member seat on the GBCTA that Janie O'Connor held as she moved away from Scandia.
As I became involved in both organizations, I was very excited to see what I could do to help in the expansion
of the Gateway Brown's Creek Trail in Scandia. As a member of both Cycling Scandia and GBCTA,I assisted
Lisa Philippi and the Friends of Scandia Parks and Trails, City, County, and DNR to rekindle the multi-phase
project and promote these first few phases of the Gateway Brown's Creek trail expansion. This effort took
everyone working together, including Senator Hosley and Legislator Dettmer, and it was very exciting to hear
that the first phases of this project were approved for funding by the LCCMR and would be completed by the
end of 2026.
This ready-to-build project is a start of connecting the Scandia trail head of the Gateway Brown's Creek to
William O'Brien State Park and then onto a connection of the greater trail at Pine Point in May Township.
There have also been decades of effort by the DNR in obtaining easements through Marina on St Croix and
May Township to complete this extension to the Gateway Brown's Creek trail to the State Park and beyond.
This project will be the beginning of trail expansion efforts to connect Scandia to William O'Brien State Park
and then onto one of the most-traveled State trails in Minnesota, the Gateway Brown's Creek Trail.
Again, I ask the city of Scandia to stay the course with the efforts in completing the first phase of the Scandia

Why this project is important:
The Gateway State Trail attracts 125,000 visitors per year and is one of the state’s most heavily used trails. This
one-mile trail addition and tunnel works towards connecting the City of Scandia to William O’Brien State Park.
Projects like this epitomize why Minnesota’s interconnected system of parks and trails is the envy of the nation.
Extending the Gateway State Trail to connect William O’Brien State Park to Scandia’s Village Center will allow
state park visitors and families with children safe access to two tot-lots, a skating rink, multiple sports fields
and tennis courts, restaurants, and the pride of Minnesota’s Swedish Immigrant heritage—the Gammelgarden
Museum. Expanding the Gateway State Trail will provide the public with exceptional new outdoor recreation
opportunities and access to high quality natural resources, trails, and parks.
This project is ready to go!
The Minnesota DNR has secured the land for the trail and engineering is underway. This project has a large and
growing list of supporters that includes all of the impacted units of government. Sen. Karin Housley and Rep.

Scandia is a highly popular cycling destination, and
there is a community need for off-road trails to provide
greater appeal and safety for families and children that
use William O’Brien State Park including the Scandia
Elementary School population
Bringing the Gateway Trail into Scandia will allow access from the
State Park to Scandia Village Center including two tot-lots, a skating
rink, multiple sports fields, restaurants and other commercial
facilities, including the pride of Minnesota's Swedish Immigrant
Heritage–the Gammelgården Museum.
As it brings in trail users to the Scandia Village Center, it will also add

The State has already acquired the land and has
engineered the trail from Scandia Community
Center to Oakhill Road
The Park Master Plan for William O’Brien State Park developed in
2007 includes a corridor for the Gateway Trail to extend through
the park.
DNR staff have examined a number of possible routes for the
trail. Funding will allow the completion of engineering detail and
of natural resource investigations in order to arrive at a preferred
route and destination.
It will also allow for construction of the trail from the northern
border of William O’Brien State Park to a terminus within the park
determined by the DNR Parks and Trails, thus completing a
bicycling trail system from the Scandia Village Center.

The "Scandia Segment" of the Gateway State Trail is proposed to run from the city of Scandia,
behind Meister's Bar and Grill, to a to-be-determined location within William O'Brien State Park.
MNDNR and local partners have acquired all of the private land easements necessary to construct the
trail from Scandia to the northern border of William O'Brien State Park (following the red dashed line
on this map). Neither a route nor a trailhead location has been determined within the boundaries
of the park. A trailhead will likely be constructed for this segment in the northern portion of the park
near an existing facility such as the Savanna Campground or the Park Visitor Center.

$500,000 –for the trail from Scandia Village Center to Oakhill Road
$1,000,000 –for tunnel construction
$1,460,000 –for Oakhill Road realignment
Future funding will be needed to complete the trail from the tunnel to
William O’Brien State Park boundary and through the park.

My name is Kevin Schleicher, my wife and I live on Oxboro Avenue and we built and moved into our
house 15 years ago, so we are still "the new kids" in the area. I support the new Gateway trail
extension with the Oakhill tunnel and new trailhead.
We lived in Lino Lakes for 30 years prior and I frequently rode my bike in an area from Stillwater to
Franconia to North Branch to Blaine and kept finding myself more often riding in the Scandia/Marine
on Saint Croix neighborhoods. The roads and terrain and friendly people all gave a special feeling to
this area. So my wife and I decided this is where we wanted to build our new house. Our friends and
even package delivery drivers have commented "This is such a beautiful area!".
I feel others would enjoy the calm peacefulness of our area also with the trail extension into
Scandia. The Oakhill tunnel will be a very important part of the whole picture. I realize that Oakhill
doesn't get huge traffic volume numbers, but I have seen (and heard from my house) vehicles racing
up and down the street. So from a safety standpoint, the tunnel is a necessary part of the whole
project. Too often, safety comes with a price tag, but I don't feel Scandia needs to be caught up in a
dollars and cents argument.

I am a resident of the Tii Gavo development and a cyclist. I appreciate the newly paved roads in and
around our area and the overall riding in this area. And I feel safer riding out here versus in the Plymouth
area where we moved from. But at the same time, I prefer bike trails as it is safer than riding on the road. I
understand money is allocated for the extension but the amount is insufficient to complete the project. I
hope something creative is in the works to claim the allocated money so it can be applied to the project
versus an all or nothing scenario. It is easy to suggest what other people should do so don't take offense;
but is a "go fund the gateway extension" an option for trying to secure more money with a targeted
audience of cyclists/shops in the 7 county metro area? I'm sure many would contribute as would 1. What
I will do is to add to our prayer list a prayer to St Anthony to help you find a solution.

I am writing to strongly urge you to continue with the Gateway project as planned. Please consider the
following:
• In multiple surveys over the years, a large majority Scandia citizens have repeatedly supported
having more hiking and biking trails.
• This project has been in the plan for MANY years, decades even. There are countless hours that
Scandia staff and volunteers, state representatives and dozens of others have put into supporting
this project and in the grant application process. It would be disingenuous to suddenly discount
all that effort now.And a huge disservice to the people of Scandia who largely support this effort.
• The funding for this project is ALREADY in place. It is STATE funding so there is no additional
burden on city residents. Whether one thinks the cost of an underpass is too much or not is
immaterial, as the funding is already allocated by the state.
• There has been information published about the Gateway trail project all along-this is NOT a new
project. Residents have been informed about this for years. Now, when the funding and project
plans are already in place is not the time to try to make changes. There has been a tremendous
amount of thought and planning that has gone into this by dozens of people and by the larger
Scandia community. A few dissenting voices at this point should not be allowed to derail the
project.
• The properties that the trail will go through have already been paid for their easements. The trail is
ready to be built.
• If Scandia cancels the project now, it will be MANY years, possibly decades before the trail will be
started here. People need to understand that trails happen in segments. Yes, this is a short

segment, but by having this section done it will hasten the development of the adjoining sections.
The rest of the trail will become a priority and in fact, that process has already started. The sooner
we start, the sooner we have a longer trail.
• If the City sends the money back now, they may be on the hook for the Engineering costs already
incurred (over$100,000). Furthermore, returning the funding may jeopardize future grant
opportunities for the city for ANY project. The city would likely be perceived as unreliable by state
funders.
• The sooner we have a bike trail, even a short one, the more visitors we will attract to Scandia. Even
a short trail will bring people here where they will also visit the museum, the restaurants, the bike
shop, and other establishments. Bottom line -THE TRAIL IS GOOD FOR SCANDIA!!

I'm writing to express my huge support for the Scandia-to-Gateway Trail project. We have a new baby,
and so I've been looking for paved trails to go on walks so I can use the stroller. Unfortunately, there are
not really any in this area, and I've been driving 25 minutes into Stillwater to access the Brown Creek
Trail. Walking that trail is so enjoyable for me and my baby, and I wish we had something closer for
families like mine to enjoy.
In addition to the use for strollers, I think it will be great to have more bikers, rollers, walkers, and joggers
able to enjoy the beauty that is Scandia, and support the local businesses while they're here.
Please support this project and think of the many moms and babies who will benefit from having a safe,
accessible and local option for fresh air and exercise.

1 100% support the Scandia to William O'Brien State Park Trail. I think it's misleading to people to say
it will connect to the Gateway at this point. I think the naysayers from the Scandia Then and Now
Facebook page aren't seeing the benefit of this trail, as they think it will bring too many people from
where? St Paul? LOL
There are no bike TRAILS in Scandia, only bike ROUTES. I for one, will not ride on 45 MPH roads by
myself with little to no shoulders. For example, how can The Sand Lake trail be advertised as Family
Friendly? I don't want to ride on it, let alone with my grandkids.
Maybe we should all step back and put the trail into perspective; at this point, it would connect to
William O'Brien.
Another positive would be for the local economy. We should ask the business owners how they feel
about this. ie: Meisters, The Scandia Cafe, the new bike shop and The Apothecary.

With this email, I am informing you of my support for all efforts to extend the Gateway Trail.
This trail will be a wonderful addition to Minnesota's network of trail options and is an important link in
the James L. Oberstar Trail(https://www.dnr.state.mn.us/input/mgmtplans/parks_trails/trails.html),
which, when completed, will offer a more scenic option to Minnesota's U.S. Bicycle Route network, in
particular, US Route Bicycle Route 41 (https://www.dot.state.mn.us/bike/north-star-route-maps.htmt).
Future plans were to have two options for USBR 41:the current route, following Highways 61 and 35
toward Duluth and along the St. Croix River.
I am not a Scandia resident, but I am an avid cyclist who supports creating a complete cycling network in
Minnesota—be it for recreation, tourism, or transportation.

To the Scandia City Council,
This note is in support of the Gateway Trail extension into Scandia.
Currently the Gateway trail is an excellent route out of St. Paul to points north. For example I've led Scout
bicycle trips from St. Paul to Wild River State Park, and also taken bike trips to Duluth, Grand Marais, as well
as St. Croix Falls, all of which could have utilized the proposed route through Scandia.
Scandia is also quite close to the Adventure Cycling Association "Norther Tier" route across the US, which
passes through Osceola and Stillwater. Connections between trails like the Gateway to larger networks like the
Adventure Cycling route network add value to both. Scandia is a fairly easy ride to the Dalbo Bunkhouse (in
Dalbo MN). I like to imagine that Scandia could also eventually have a bike campsite as well, in order to
support bicycle tourism. Bike tourists are friendly happy people who you would love to run into on the trail!
We urge you to move forward with the Gateway trail extension.

I was distressed to read the headline in the Country Messenger that Scandia's connection to the
Gateway Trail is in peril.
Scandia would be the envy of many small towns because of the possibility of a trail connection to a state
park! A gem for families with kids and visitors alike.
And the cost is mostly funded by the state!
It would be the blunder of the century to let this slip through Scandia's hands.
The work on this trail started 30 years ago when volunteers acquired the first trail easements from willing
landowners. These easements were transferred to the state for the trail. It was years of hard work.
Successes and setbacks. But now the trail can finally be a reality.
It is a marvel that all the moving parts: engineering, land acquisition, planning, funding have
come together for a successful project.
And now the moment is here. We are about to cross the finish line. Voting against this gem would be a big
mistake.

Scandia Heritage Alliance (SHA) reaffirms our strong support for the extension of the Gateway
Trail through Scandia. Far from frivolous spending, we believe this project represents a unique
opportunity to strengthen our local economy, promote heritage tourism, and preserve the rural
character that makes our community so special.
We must be clear-eyed about Scandia's future if we fail to invest in opportunities that help us
adapt to increasing development pressure. Like many rural communities, we face an aging
population and rising costs to maintain infrastructure and services. Without proactive steps to
attract younger families, entrepreneurs, and visitors, Scandia risks economic stagnation. Paired
with increasing property values, developers will see dollar signs and begin to push for zoning
changes, denser housing, and subdivisions. Without strong planning, this will lead to
cookie -cutter suburban growth, eroding Scandia's rural identity.
Projects like the Gateway Trail and SHA's Water Tower Barn give us the chance to shape growth
on our own terms —growth that supports our values, protects our land, and sustains our
community. This type of low -impact, sustainable tourism fosters economic development in a way
that honors our past and supports our future.
We've seen the power of trails to transform small-town economies in Minnesota —most
notably in Crosby and Lanesboro. In Crosby, the creation of a mountain biking trail system
helped revitalize the town after the decline of mining. Today, it thrives with new restaurants,
shops, lodging, and outdoor businesses while retaining its small-town character. In Lanesboro,
after the boom and bust of the milling industry, citizens initiated development of the Root River
State Trail. The historic city is now a destination for bicyclists, artists, and heritage travelers. The
trail has supported a mix of bed -and -breakfasts, galleries, restaurants, and a renowned
theater —proving how thoughtful, place -based development can reinvigorate a rural economy
without sacrificing its identity.
The Gateway Trail extension presents an opportunity for Scandia to build a resilient,
locally -rooted economy around the history and natural beauty that make our community
unique. By one day connecting Scandia to the broader trail system, the extension will draw
visitors interested in our rural landscape, historic sites, and local events. This is the kind of
economic development that enhances —not erodes—Scandia's character. Rather than a sea of
big box stores and large-scale commercial development, we envision a vibrant local economy
rooted in small businesses, farms, and outdoor recreation.

Scandia taxpayers stand to gain far more thM?WeOre_ being asked to invest in this project. The
sole source of funding comes from sales of lottery tickets (an opt -in tax for "people who are bad
at math," as the adage goes). For residents who take issue with how the DNR and Washington
County invest taxpayer dollars, calling your representatives would be a more effective way to
provoke policy changes than declining funds. If Scandia backs out of the grant, it may need to
repay the $160,000 already spent from prior State funding that paid for Scandia to do the trail
engineering costs. That would increase our taxes! And the money lost from the current DNR
grant for this trail segment won't reduce anyone's tax burden. It will simply be redirected to a
different community —which may one day become the success story that struggling small towns
aspire to.
The SHA board includes 10 Scandia residents who are also voting constituents. We are your
neighbors and community members, committed to the vitality and well-being of Scandia. We
believe the Gateway Trail is a meaningful investment in our shared landscape and legacy, and we
urge continued support for its thoughtful development.
