PLANNING COMMISSION AGENDA

Location: Scandia Community Center and Online Streaming (Boxcast and Zoom)
1) Call to Order and Pledge of Allegiance
2) Public Forum: Any member of the public wishing to address the Commission about an item not on the
agenda may do so at this time. Each person will be allotted 3 minutes to speak. The Commission will
receive information but not take formal action on any item not on the agenda. Items may be referred to staff
or to a future meeting for further consideration.

4) Approve Minutes
a) October 7, 2025 meeting
5) Public Hearings
a) Amendment to the Unified Development Code Section 153.500.070 Subd. 2 (B). The amendment would
amend the language that determines if a project is a minor or major project.
b) Amendment to the Ordinance 198 Shoreland Management Regulations Section 2.6 Definitions and 6.4
Placement, Height, and Design of Structures. The amendment would define public amenities and create
an exemption for impervious surfaces and structures that act as public amenities within required
setbacks of wetlands.
c) Amendment to the Unified Development Code Section 153.300.030 Use Specific Regulations. The
amendment would add standards to allow for fence standard exemptions for essential services utility
substation. Also includes the continued item from October 7, 2025: Amendment to the Unified
Development Code Section 153.400.060 Landscaping, Buffering and Fences. The amendment would
add standards for nonresidential fences.
