Re: Updated Capital Improvement Schedule

As you may remember, last year the Committee staff worked with the City Engineers to update
the Capital Improvement Schedule for the City’s three sewer systems. This was in response to
questions about the upcoming costs for general maintenance of each system. The updated
schedule shows projected expenses from 2025 through 2040.
Bliss
Being the largest system operated by the City the engineer projects the City will need to put
$103,515 aside per year to pay for all the projected expenses during the next 17 years. This
number will be reduced if the City’s PSIG application for grant funding of the Bliss wastewater
upgrade is successful. The scheduled shows are $400,000, payable in 2026. This is the loan
amount associated with the grant funding, which will be repaid over 20 years and will be
reflected as a line item in the budget. Therefore, it should not be included on this schedule. This
will reduce the annual capital improvement about to $80,000.
Uptown Fund
Despite being the smallest system in the City, with the least number of users, this system has
more equipment than the A&E system. The average annual cost of capital improvements based
on the spreadsheet is $36,774.
Anderson Erickson Fund
The average annual cost of capital improvements for this system is $31,533. This includes
$100,000 for the replacement of all tank riser seals in the system. We believe leaking seals on
the risers are the primary cause of the inflow and infiltration (I/I) that is getting into the system.
Fixing this I/I is important to keeping the system under its average daily run times to avoid an
increase in permitting regulation.
