09.a PRC Minutes Draft 11-03-2025 City of Scandia Parks and Recreation Committee Thursday, November 3, 2025 A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom. Present: Greg Zauner (Vice-Chair), Dustin Hegland, Kim Johnson, and Kathy Sanville. Absent: Terry Gorham. Also Present: Charles Fischer (Public Works Director), Mike Lubke (City Council), and Brenda “Bee” Stignani (Office Assistant). Zauner called the meeting to order at 6:00 pm. A quorum was present. PUBLIC FORUM None APPROVAL OF AGENDA Sanville moved to approve the agenda, Johnson seconded. Motion carried unanimously. APPROVAL OF MINUTES Zauner called for any additions or corrections to the October 6, 2025 minutes. No additions or corrections were submitted. The minutes stand approved as documented. REPORTS Chair Report Gorham stated provided a written report. As an addition, Zauner read aloud an email from Alex McKinney, indicating Washington County Parks has received public comments requesting a disc golf course to be included in the plans developing at the Big Marine Park Reserve. PW Report Fischer provided a written report. Fischer confirmed the suggestion for painting hockey lines on the concrete pad has been considered, it is not a feasible action to conder. OLD BUSINESS Vinterfest planning Zauner referred to the Vinterfest Volunteer sheet provided in the meeting packet, asking all committee members to let Stignani know where they could fill in. Lubke volunteered to donate old, dry firewood and will coordinate with Fischer when and where to deliver. Hegland volunteered to continue Button production. Zauner encouraged new suggestions of actives through December 12th, when the schedule will be finalized for the production of flyers and posters. PRC Operational Calendar No changes suggested. NEW BUSINESS Scandia Community Fun Day 2025 UPDATE Zauner stated this was covered in the Chair Report Wintertime Idea! – Tot Time Zauner referred to the email from resident Sarah Albright in the meeting packet. Staff confirmed inviting Albright to provide more details of her request for a Tot Time consideration with information to attend a PRC meeting in person or via Zoom. Hegland suggested Washington County Library’s story times for tots, Stignani reported cooperating with Scandia Elementary School in the past for an open gym time, and Fischer outlined facility concerns including no space to store any equipment and the physical space of the hall with tables and chairs being a safety concern. Zauner volunteered to reach out to Albright to follow up. Vinterfest – Button Contest Voting, Volunteer Opportunities, up to 13th new ideas 2. Tai Chi – if needed 3. Operational Calendar ADJOURNMENT Motion to adjourn the meeting by Hegland, seconded by Johnson. Motion carried unanimously.
