A Type-I system is based on the use of natural, in-place soil for treatment meeting minimum prescriptive design and capacity standards. According to the evaluation completed by the licensed business, the property 19230 Larkspur Ave N does not have suitable soil or adequate area for a Type-I system because of fill added by the owner to level the area and keep it dry from the wetland. The county completed a soil and site review and verified the findings in the design report. Additionally, the well on the property does not have a known construction record available. A well that is not confirmed to have 50' of watertight casing has a required 100' setback to the STA. A 100' setback from the well on this property to the STA is not met. Therefore, it is recommended as a condition of approval that the casing depth is verified to be watertight and at least 50' deep by a licensed well contractor, or a new compliant well drilled. The city has adopted Washington County Development Code Chapter 4 for regulating subsurface treatment regulations. The existing system is currently legally nonconforming due to the wetland setback. The proposed replacement system will remain legally nonconforming due to the wetland setback, but the encroachment will be reduced slightly. The wetland has been determined to be a Manage 1 wetland (75 ft. setback) under the MnRAM system by Washington Conservation District. Scandia has adopted Washington County’s SSTS regulations by reference which also require a 75 ft. setback from unnamed waterbodies. Scandia’s UDC requires any modifications of a septic system that includes a setback from a wetland to be heard by, and approved by, the City Council. The application is scheduled for the December 2, 2025, Planning Commission meeting. Please provide any comments by November 25, 2025, to be included in the staff report for the Planning Commission.
