On behalf of the Gateway Browns Creek Trail Association (G*CTA), I am writing to
pledge our support for the proposed 2020 Governor's Bonding Bill. Including the
S4.6 million request for the Gateway Trail to Scandia extension.
The GBCTA, along with the MN DNR and Parks and Trails Council of innesota,
has been working for over 20 years on a proposed 10-mile route for the Trail
between Pine Point Park and Scandia. At this point in time, a 3-mile segment
between William O'Brien State Park and the City of Scandia is 'shovel ready'. It will
be exciting to connect these locations, along with the nearby City of Marine on St.
Croix; which has an existing trail to the State Park.
Thank you very much for working with the City of Scandia, the DNR and local
citizens to make this happen.

the Scandia Village Center. This trail will also allow visitors to connect to an existing paved

Gateway into GcgndiG will allow access toScandiaVillage center including two tVt'|ots, a
skating rink, multiple sports fields, restaurants and other commercial haoi|itiea, including the
pride of Minnesota's Swedish Immigrant Heritage theGernnne|8arden Museum.
Scandia is a highly popular cycling destination, and there is demonstrated community and
state need for the off-road trails funded in this requast, to provide greater appeal and safety for
families and children that use the State Park including the SCGndia elementary SChDO|
population. The engineering has been completed from the Scandia Village Center to Oakhill
Road and funding iS now needed to complete the construction of this 1-mile portion ofthe
Trail,
Funding is also now needed to realign Oakhill Road to accommodate and build the tunnel
under Oak Hill. Eventually further funding will be needed to complete the remaining 1 mile Of
trail from the Tunnel to William O'Brien Park State Park boundary and an additional 2 miles of
trail through the park. The long-term goal is for the Gateway Trail to connect from William

Greetings Senator Housley and Representative Dettmer,
I am writing to support the community effort at work to extend the Gateway Trail into
Scandia. The state has already acquired the land and has engineered the trail from
Scandia to Oakhill Road. We have had discussions with Senator Karin Housley and
Representative Bob Dettmer and they have agreed to support a 2022 bonding bill
request to extend the Gateway Trail into Scandia. This request will be for $2,960,000.
This funding request would be enough to complete construction of the Gateway Trail
extension from the Scandia Village Center to Oakhill Road and to also construct a
tunnel under Oakhill Road and realign OakHill to accommodate the tunnel. Future
funding will be needed to complete the trail from the tunnel to William O'Brien State
park boundary and through William O'Brien. Eventually the goal is to have the
Gateway Trail extend from William O'Brien to Pine Point park where the Gateway Trail
currently ends.

Minnesota's most popular state parks via the Gateway Trail.
Scandia's connection to William O'Brien State Park is of the utmost importance to our group
as we work to create the Water Tower Barn - Scandia Arts & Heritage Center located in the
Scandia Village Center. The Gateway addition will provide a safe walking and cycling trail to
our Village Center for the 200,000 William O'Brien State Park visitors each year, as well as the
additional 125,000 Gateway Trail users. This direct access will encourage visitors and campers
to utilize the many amenities that Scandia has to offer ... our future Arts & Heritage Center and
amphitheater being among them. Our Center plans to offer family-friendly arts, history, and
science programming -a perfect complement to Scandia's wonderful natural resources,
trails, and parks.
Scandia has long been a favorite destination of cyclists, seeking out our rural country roads
with beautiful vistas in the St. Croix River Valley, rolling farmland and forested neighborhoods.
We are home to Minnesota's exceptional Swedish Gammelgarden Museum, a beautiful
winery, several wonderful family parks and outdoor fields, skating rinks, tennis courts, and
restaurants.
We understand that in 2017 the state completed acquisition of the final linkage for connecting
the Gateway State Trail from Marine on St. Croix through William O'Brien State Park to
Scandia. The engineering has been completed from the Scandia Village Center to Oakhill
Road, and funding is now needed to complete the construction of this 1-mile portion of the
Trail. Funding is also now needed to realign Oakhill Road to accommodate and build the
tunnel under Oakhill. Eventually further funding will be needed to complete the remaining 1
mile of trail from the Tunnel to William O'Brien Park State Park boundary and an additional 2
miles of trail through the park. The long-term goal is for the Gateway Trail to connect from
William O'Brien to Pine Point Park, where the Gateway currently ends.
There is strong community support and enthusiasm for this trail extension, and we applaud
your efforts to author legislative bills that will support the funding needed to make this
important part of the Gateway Trail project a reality.

The Board of Directors of Gammelgarden Museum support whole-heartedly the project to extend the Gateway State Bike
Trail from William O'Brien State Park to Scandia ,Minnesota.
This extension will enhance access to our wonderful scenic recreational and historic area. As an historical site sharing the
story of the first Swedish settlers in Minnesota, we are also the site of a Minnesota Historical Society Historical marker.
Each season we host thousands of local, state and international guests including visitors at O'Brien State Park. We are a
point of destination for these visitors.
Our local biking community hosts annual themed bike rides ( which sell out fast!) and has worked hard to offer proper rest
stations and signage for bikers. The addition to the Gateway trail will provide more access and encouragement to hikers to
come to this scenic area. With more access for bikers, this also translates into enrichment for our local businesses and
economy for our small, rural community.
Scandia is working with the University of Minnesota, Extension services having conducted a Tourism assessment. The
extension of the Gateway Trail dove-tails with suggestions from this survey. The Scandia Village Center offers these
opportunities for biking visitors: two tot-lots, a skating rink, multiple sports fields, restaurants, other commercial facilities and
these historical sites:. Hay Lake School Museum, the monument to Minnesota's first Swedish Settlers,and the us, the
Gammelgarden Museum.
During the year, there are several community festivals that would welcome bikers including, VinterFest ( late January),
Taco Daze ( early September) and VinterLights ( Thanksgiving week-end). The Scandia Farmers Market runs late May to
mid September and the 2 museums host multiple events during the year.

| am the Chairperson of the Osceola Rivertown Trails Coalition in Osceola Wisconsin. Our group isa
grassroots organization operating under the Osceola Chamber ofCommerce. VVe have worked tocreate
awareness ot and to improve the many all season trails in our area, including those in Wisconsin and just
across the St. Croix River in Minnesota. We are always looking for ways tu connect our trails with our
neighbors'.
I am writing in support of the expansion of the Gateway Trail from Marine to Scandia, Minnesota. This
extension will not only create a safe route with appeal to Minnesota residents but iovery high numbers
of Wisconsin and other out of state visitors. This entire area is unsurpassed in natural beauty and rural
settlement history. Many riders in our area take advantage of the Gateway Trails and would love a safer
route back to Wisconsin via Scandia.
This multi state area, including Osceola and St. Croix Falls, Wisconsin is haven for bikers and hikers.
Although the Gateway Trail does not include Osceola, countless avid local, national and international
bikers currently use Highway 9Sfrom Marine tn5candia and then on to the Highway 243 bridge into
Osceola. At the bridge outdoor enthusiasts can access the beautiful St. Croix River with incredible
scenery, waterfalls, more trails and quaint towns with shops, restaurants, train tours and parks.
Continuation of the trail from Marine to Scandia will provide safe easy access to wonderful shops, parks,
restaurants and historical sites that Scandia has tooffer. The current routes are on high speed roads
that are unsafe for bikers and pedestrians. Please support the request for funding to complete this
portion of the Gateway Trail.
