One of the reasons I decided to buy my house in Oakdale was the proximity to the Gateway Trail which I
have regularly ridden since before it was ever paved.
The Gateway Trail is the most heavily used nonmotorized trail in Minnesota. With your support, it can
ultimately run right through Scandia. Please take the "long" view and vote for that.

I would like you all to know of our full support of the Scandia extension project.
I also feel that there is very broad-based support for this project, kind of a "silent majority"
of area residents, that are not as vocal as a smaller minority that seems to have a goal of negating a lot of
hard work that won these funds to improve Scandia.
Bike trails are popular, sustainable, quiet, and encourage healthy outdoors activity! I don't think people
realize the potential of attracting this demographic group, and urging them to spend a little time in
Scandia. I have already heard from several friends and family that Scandia's reputation for cycling is
improving and growing every year. This would improve on that. It's a win-win!

I am writing to support the extemsion of the Gateway Trail into Scandia.
People have put a lot of time and energy into making this DNR Trail . extension a reality. A lot of money
has already been utilized and funds will expire in 2027. I know a lot of people love the trail extension but
don't like the idea of the expensive tunnel. I too understand that but a state trail owned by the DNR, with
Washington County and federal funding requires it.
There is no doubt that the Trail will enhance business in Scandia without adding more carbon to the air.
It is very forward thinking.
There are consequences for Scandia rejecting the project:
1. If Scandia were to reject the project at this point all LCCMR funding would be lost.
2. Scandia would not likely get this funding again as the LCCMR now requires a 25% match from the city.
3. The current deadline of the LCCMR funding could not be met.
4. Scandia would also not likely obtain any other state grant funding for any project, as the state would be wary
of awarding funding to the city again.
The trail is a gift to Scandia, already a big biker destination

I am writing to urge your support for the construction of the Gateway Trail into Scandia.
I am sure you’ve already heard the positive benefits that this trail will bring to your community
as well as serving as a destination for many recreational bicyclists which will help area
businesses and services. I’ve been involved in bicycling advocacy for some 40 years and I
know that virtually every trail, even with some initial concerns, has proven successful and a
huge benefit to residents and potential visitors. It appears that the DNR has planned the
route for this trail carefully and obtained easements from willing landowners.
When the Gateway Trail first opened 25 years ago, I recorded and edited a video program on
the history and immediate popularity of the trail, with testimonials from the planners and trail
users. I invite you to view the program when you can and I hope this helps show how this trail
will be an important addition to your community and surrounding area. Thank you for your

Thank you for your service to the community of Scandia. It's such a beautiful town, and my friends
and family and I have enjoyed our visits to the Gammelgarden Museum and Meister's. If the
Gateway Trail were to be extended to Scandia, I would love to be able to bike there and explore
more of your businesses. I ride my bike from Maplewood to Stillwater a lot in the spring, summer
and fall, and love to stop for a bite to eat and a stop in the shops there before heading back. I
would enjoy being able to head north to Scandia on the Gateway and do the same.

I am a Twin Cities resident and an avid biker. I have a lot of options for biking in the Metro area, but if this
extension is approved, it will become my most common biking route. I love the town of Scandia, but it is
not currently very bike accessible. If this trail extension was in place, I’d spend a lot of time and money
refreshing and resting in Scandia during my rides. I have no doubt this extension would lead to
significant economic benefits for Scandia and surrounding areas. And it would greatly improve quality of
life for avid bikers like myself giving them an oƯroad and safe path to bike through this beautiful area.

I am wriƟng to urge you to accept the contractor bid for construcƟon of the Gateway Trail extension in Scandia. This
project has been in the planning phase for at least 20 years - there is nothing new here. The trail easements were paid to
landowners 15 years ago, the funding for construcƟon is in place, there is no cost to Scandia residents. We have the good
fortune to be able to start the trail construcƟon sooner than it would under the DNR schedule. It’s Ɵme to make it
happen. It's the right thing to do for Scandia and most people support it.
If Scandia were to decline the funding, the city will be seen as unreliable and is unlikely to procure other state grant
funding for a long Ɵme.

Hello City of Scandia officials, I'm Bill Jabas, resident of Scandia since 1994. I'm writing to you regarding the
Gateway State Trail Scandia extension. I have to say I'm neither for nor against the trail. However, I would
probably never use it.
I moved from S. Minneapolis to Scandia and thought I would continue as an avid bicyclist and then I got
another dog and turned to hiking the state park trails. I've rarely pulled my bike down off its garage hanger
since. Having typed that, I will say that I believe bike trails are very good for small towns like Scandia. Case in
point; The Gandy Dancer trail in western WI greatly benefits the small towns it goes through. For example,
Cafe Wren, on the north end of Luck, WI and located about 50 feet off the trail, gets a lot of business from
bicyclists riding the trail. I know this because I've been there when bicyclists stop by for lunch and a cup of
good coffee. I'm sure other businesses along the trail benefit as well.
I'm sure it would be the same for Scandia and I can imagine that the Scandia Cafe and Meister's would benefit
from bicyclists stopping for lunch and/or a beer.
I also wanted to comment on the proposed tunnel as well. When I first read of that proposal I thought it was a
ridiculous idea. I still think so. The reason I say that is because before I moved to Scandia I was an avid bicyclist
and used my bike to commute to various job cites around the Twin Cities; S. Minneapolis to both U of M
campuses, S. Minneapolis to Robbinsdale, S. Minneapolis to Minnetonka. I put on thousands of miles on my,
often daily, trips. That was before all of the bike trails and bike lanes that exist now in and around the Twin
Cities. I rode in traffic, through traffic, with traffic, and always felt safe in my journeys. Not once did I require a
bridge or a tunnel to make my rides safer or more enjoyable.
My point is that I strongly believe anyone can have a safe and enjoyable biking experience without the aid and
added cost of a tunnel or overpass as long as they practice safe riding behavior, observe traffic conditions and
obey highway regulations and laws, and show courtesy and respect to other bicyclists and drivers on the
roadways.

I love our state parks and our bicycle trails. Being able to camp in a state park and
then safely ride my bike to surrounding small towns is very important to me - there is
nothing like the character of nearby communities. I support local businesses by
eating at their cafes and shopping in unique stores, but I ride my bike to do so.
This project is fully funded and requires no financial contribution from the City of
Scandia. Don’t decline this opportunity - let me help support Scandia financially.

Pine Point, but I know it wasn’t a trail), and I remember it as a charming place, a fiƫng alternaƟve to SƟllwater. I’d like to

On behalf of the Gammelgården Museum, I am wriƟng to express our enthusiasƟc support for
the proposed extension of the Gateway State Bike Trail from Scandia which will connect to
William O'Brien State Park someƟme between 2028 and 2030. This extension represents a
significant opportunity to enhance access to Scandia's scenic recreaƟonal and historic area,
benefiƟng both our local community and the numerous visitors we welcome annually.
This past season, Gammelgården Museum hosted over 17,000 local, state, and interna Ɵonal
guests, including many visitors from William O'Brien State Park. We serve as a key point of
desƟnaƟon for these individuals, offering a unique glimpse into Swedish immigrant history and
culture through historical and art exhibits; classes; workshops; free music and dance
performances; guided tours; and free community events and fesƟvals.
We regularly observe bikers stopping at the museum to explore our exhibits, stroll through our
11-acre grounds to view historic buildings, and aƩend free community events such as our
Season Opening Day, Midsommardagen, Spelmansstämman, Bluegrass & Lemonade gatherings,
Running of the Meatballs, and LighƟng of the Candelabras. The proposed trail extension would
undoubtedly increase the number of cyclists visiƟng our museum and the broader Scandia area.
Increased access for bikers also directly translates into enrichment for our local businesses and
economy, which is vital for our small, rural community.
Scandia hosts several community fesƟvals throughout the year that would welcome increased
biker parƟcipaƟon, including Taco Daze and Vinterlights. AddiƟonally, the Scandia Farmers
Market, which operates from late May to mid-September, would also benefit from enhanced
accessibility for cyclists.
The Gateway State Trail extension aligns perfectly with our mission to preserve and share
Scandia's heritage while promoƟng community engagement and economic vitality. We believe
this project will be a tremendous asset, fostering greater tourism, supporƟng local businesses

Dear Mayor and Members of the Council:
We are very excited to hear that the bids on the Gateway extension to Scandia came in below
esƟmates. We strongly urge you to accept the bids and move this project forward. This trail can
bring excepƟonal benefits to our community and to not move forward would do our City great
harm for zero benefit.
No cost to the City. All funding is from State and County sources. Yes, let me repeat
that: The City role here is implementaƟon with State and County funding. And as a
State Trail, the State will also maintain it.
Scandia will reap the benefit.
o A safe trail connecƟon for younger bike riders and walkers—an opƟon to walking
on a road shoulder for our residents;
o a chance to aƩract the 200,000 visitors to William O’Brien to shop and support
local restaurants, stores, and cultural faciliƟes; and
o if past examples are accurate, likely followed by tourism development in Scandia
for bike trail users—look at the success of the Root River, Crosby, Paul Bunyan,
and other trails for precedent. Or close to home, go to SƟllwater and see the
usage on the Brown’s Creek Trail. Isn’t this exactly what our plans and City
development and tourism efforts have been seeking for years.
State funding for Scandia projects, Water Tower Barn, Gateway, Trail connecƟons in
town; and sewer projects. Not proceeding on this project, a linchpin to the others, would
be shooƟng ourselves in the foot. What other funding will not happen if State
lawmakers say: “Scandia—they torpedoed the Gateway, why do this for them?” The
connecƟon was a major selling point for the Water Tower Barn, an over $3 Million dollar
project. This last session, the City sought and was awarded a further $1 Million for the
wetland trail and Gateway connecƟon to City Hall/our play areas/Gammelgarden, again
from the LoƩery Environmental Trust Fund--State funds, not City tax dollars.
The arguments against proceeding don’t make sense.
o Don’t do this link, since “it doesn’t go anywhere.” The State DNR has already
programmed funds for planning and engineering the ulƟmate connecƟons to
WO’B Park and inside the park. Not doing this phase will not make the
connecƟon happen, rather it will insure it does not.
o The tunnel is not needed. Some neighbors have made this argument, but the
County and State have insisted it is. The tunnel is enƟrely a County and State
decision. Their point is the trail will be heavily used by Park users, many children.
Bike crossings at grade with children and fast bike speeds are far more dangerous
than for horses, with sophisƟcated riders.
o Just on the safety issue alone a tragic accident would make a City posiƟon
opposing the tunnel look awful. AŌer a tragic child’s death at Highway 96 and
several major injuries on Highway 36, on the Gateway, the State installed bridges
and tunnels at Manning, Highway 96, and along 36. Similarly, consider the value
of overpasses for school access over the roundabout at 61 linking to the
Heartland Trail and in Forest Lake on the Heartland Trail. For a trail of the
anƟcipated high use level of the Gateway, we have personally changed our views.
The City should want a tunnel from day one for safety on our trail segment.
In conclusion, this trail extension has been a longstanding City endorsed priority. Scandia
championed the legislaƟon (carried by Sen. Housley and Rep. DeƩmers and now Rep. Hill) with
broad public and biparƟsan support. The DNR has owned the Right-of-Way for the trail now for
over ten years. This is hardly a new idea. Does anyone serious think the City’s abandonment
would not have very negaƟve repercussions for State funding of projects in our community?
Scandia has done very well at the Capitol due to a set of unique actors in our small community.
We have also had great success in building community coaliƟons and support from key
legislators beyond our own RepresentaƟve and Senator. Dropping the ball would leave a lot of
unhappy partners and community members and cost us dearly.
Nearly 50 years ago, over considerable local landowner opposiƟon, we successfully lobbied for
the creaƟon of the Root River Bike Trail. Lanesboro was rough shape economically then, with
mulƟple vacancies in its Main St. To appease a legislator from Fountain the connecƟon to that
town was excluded. What happened since is typical of dozens of State trail experiences.
Lanesboro has thrived with stores, restaurants, BandB’s, and community cultural projects. And
guess what, first Fountain, then Preston, then Rushford, then Harmony all asked that the trail be
extended to their towns.
Please don’t make a terrible mistake and abandon this Project. THE GATEWAY EXTENSION WILL
MAKE A MAJOR POSITIVE DIFFERENCE FOR OUR COMMUNITY.

Although my husband and I moved to New Hampshire (from Scandia) two years ago to help out with the care of our new
and only grand baby, my heart is in Scandia, and in Marine where I grew up.
I am wriƟng to express my hope to you that you will all vote in favor of supporƟng the secƟon of the trail that is now in
quesƟon. This would be such an excellent addiƟon to the many aƩracƟons of Scandia, in my opinion. Trails are seen by
many as so valuable to an area—people appreciate them for so many reasons. They are great for families, for exercisers,
bicylists, near-by businesses, bird-watchers, strollers, and nature lovers of all kinds. They draw people to wherever
they’re located. And, the prospect of eventually connecƟng the Twin CiƟes and Duluth is a wonderful dream—I hope it
will happen some day. This secƟon in quesƟon has an important role in that.
With the LCCMR money and with the great efforts that have already gone into this project, I believe losing the

Scandia Heritage Alliance (SHA) reaffirms our strong support for the extension of the Gateway
Trail through Scandia. Far from frivolous spending, we believe this project represents a unique
opportunity to strengthen our local economy, promote heritage tourism, and preserve the rural
character that makes our community so special.
We must be clear-eyed about Scandia’s future if we fail to invest in opportunities that help us
adapt to increasing development pressure. Like many rural communities, we face an aging
population and rising costs to maintain infrastructure and services. Without proactive steps to
attract younger families, entrepreneurs, and visitors, Scandia risks economic stagnation. Paired
with increasing property values, developers will see dollar signs and begin to push for zoning
changes, denser housing, and subdivisions. Without strong planning, this will lead to cookie-
cutter suburban growth, eroding Scandia’s rural identity.
Projects like the Gateway Trail and SHA’s Water Tower Barn give us the chance to shape
growth on our own terms—growth that supports our values, protects our land, and sustains our
community. This type of low-impact, sustainable tourism fosters economic development in a
way that honors our past and supports our future.
We’ve seen the power of trails to transform small-town economies in Minnesota—most notably
in Crosby and Lanesboro. In Crosby, the creation of a mountain biking trail system helped
revitalize the town after the decline of mining. Today, it thrives with new restaurants, shops,
lodging, and outdoor businesses while retaining its small-town character. In Lanesboro, after
the boom and bust of the milling industry, residents initiated development of the Root River
State Trail. The historic city is now a destination for bicyclists, artists, and heritage travelers. The
trail has supported a mix of bed-and-breakfasts, galleries, restaurants, and a renowned
theater—proving how thoughtful, place-based development can reinvigorate a rural
economy without sacrificing its identity.
The Gateway Trail extension presents an opportunity for Scandia to build a resilient, locally-
rooted economy around the history and natural beauty that make our community unique. By
one day connecting Scandia to the broader trail system, the extension will draw visitors
interested in our rural landscape, historic sites, and local events. This is the kind of economic
development that enhances—not erodes—Scandia’s character. Rather than a sea of big box
stores and large-scale commercial development, we envision a vibrant local economy rooted
in small businesses, farms, and outdoor recreation.
Scandia taxpayers stand to gain far more than we are being asked to invest in this project. The
main source of funding comes from sales of lottery tickets (an opt-in tax for “people who are
bad at math,” as the adage goes). For residents who take issue with how the DNR and
Washington County invest taxpayer dollars, calling your representatives would be a more

effective way to provoke policy changes than declining funds. If Scandia backs out of the
grant, it may need to repay the $160,000 already spent from prior State funding that paid for
Scandia to do the trail engineering costs. That would increase our taxes! And the money lost
from other funding sources for this trail segment won’t reduce anyone’s tax burden. It will
simply be redirected to a different community—which may one day become the success
story that struggling small towns aspire to.
The SHA board includes 10 Scandia residents who are also voting constituents. We are your
neighbors and community members, committed to the vitality and well-being of Scandia.
We believe the Gateway Trail is a meaningful investment in our shared landscape and
legacy, and we urge continued support for its thoughtful development.

Dear Mayor and City Council Members of the City of Scandia,
We are writing once again to urge you to continue the progress on connecting the Gateway Trail to
Scandia. When we moved to this area, one of the many lures to buying a home in Scandia was the
projected extension of the Gateway Trail from Pine Point Park north through William O'Brien State
Park to Scandia, and eventually beyond. We optimistically thought it would happen within a few
years. That was in 1995.
Now the City has been awarded LCCMR funds to bring a portion of the Trail to our City, with the
important safety requirement that it cross under Oakhill Road. These are not City taxpayer dollars,
but lottery dollars. State trail safety requirements must be met, so please let this project proceed to
completion. Public input on this project has long been welcomed and included in the planning, so it
seems late in the process to let a few opposing voices rule the outcome. Trail planning and
development is a slow and tedious process, both at the city, county, state, and national level. Let's be
patient and do our part to make the Gateway Trail a reality.
Please finalize the bidding process and let this project move on.
