09.a Draft minutes PRC 12-01-2025 City of Scandia Parks and Recreation Committee Thursday, December 1, 2025 A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom. Present: Terry Gorham (Chair), Greg Zauner (Vice-Chair), Dustin Hegland, Kim Johnson, and Kathy Sanville. Also Present: Charles Fischer (Public Works Director), Mike Lubke (City Council), and Veronica Korby (Treasurer). Gorham called the meeting to order at 6:00 pm. A quorum was present. PUBLIC FORUM None APPROVAL OF AGENDA Hegland moved to approve the agenda, Sanville seconded. Motion carried unanimously. APPROVAL OF MINUTES Gorham called for any additions or corrections to the November 3, 2025 minutes. No additions or corrections were submitted. The minutes stand approved as documented. REPORTS Chair Report Gorham reported communicating with the MN State Park presenters and confirmed February 12, 2026 will be the date to offer this event, co-sponsoring with the Friends of Scandia Parks and Trails. OLD BUSINESS Vinterfest planning The committee voted on the buttons. First place is The Snowman and trees, Cora Lange. Second place is Skating Bear, Aleigh Hildebrand. Third place is Welcome Cabin, Katelyn Miller. Zauner will email the information to Stignani. Zauner referred to the Vinterfest Volunteer sheet provided in the meeting packet, asking all committee members to let Stignani know where they could fill in. Johnson volunteered to take in Snow Sculpture sign-ups, and Jim Gribble volunteered to start the firepit. PRC Operational Calendar No changes suggested. NEW BUSINESS Tai Chi – Jabas 2026 Program Agreement Stignani provided a written staff report. Hegland moved to approve recommending to City Council the 2026 Jabas Program Agreement as prepared, Johnson seconded. Motion carried unanimously. AGENDA FOR NEXT MEETING The proposed agenda for Monday, January 5, 2026: 1. Vinterfest Planning 2. Tai Chi – if needed 3. Review the Parks Master Plan 4. Operational Calendar ADJOURNMENT Motion to adjourn the meeting by Zauner, seconded by Johnson. Motion carried unanimously.
