INTERNET ACTION COMMITTEE
MINUTES
Thursday, November 20, 2025, 6:30 p.m.
Scandia Community Center, 14727 209th Street North
Attendance: Chair Bob Wilmers, Vice-Chair Patti Ray, John Carney, Will Perry, and Stephen Bradley
Also in Attendance: City Administrator Kyle Morell.
Call to Order – Chair Wilmers called the meeting to order at 6:30 p.m.
Approval of Agenda – Motion by Ray, seconded by Carney, to approve the agenda. Motion
carried 5-0.
Approval of Minutes –The August 21, 2025, meeting minutes were approved on a motion by
Perry, seconded by Carney. Motion Carried 5-0.
Public Comments – None
Midco Update
Staff shared an update from Midco on the progress of their 2025 construction projects and on planning
for their 2026 project, the Scandia Border 2 Border grant. Midco also indicated they have applied for
Line Extension Grants and hope to share news of the award soon. They are also working on contract
negotiations with the Office of Broadband Management for BEAD funds. The Committee requested an
in-person update from Midco at their first meeting in 2026 on the progress of the Border 2 Border Grant
planning and construction. The Committee presented a 5th-grade classroom with the winning funds
from the Scandia Community Fund Day Story Contest.
Outreach to Infill Properties
Staff presented the list of infill properties and the responses received from the letters sent in September.
Staff will work with Midco to determine the best path forward to providing internet access to each
property that wants it and report back to the Committee.
Items for Future Discussion – The following items are scheduled for discussion at the next meeting.
• Invite Midco to the first meeting of 2026 to update the Committee on the 2026 construction plan
for the Border 2 Border grant.
• 2026 Scandia Community Fun Day Planning

Next Meeting—March 19 or April 16, 2026, or earlier, depending on the Midco update of 2026 project
availability.
Adjournment – Motion by Ray, seconded by Perry, to adjourn the meeting at 7:10 p.m. Motion
Carried 5-0.
