Dear Mayor and Council: We request that the City Council approve plans, specifications and authorize advertisements for bid for the Bliss Wastewater System Nitrogen Removal Project. This project has been in the works for multiple years, awaiting grant funding to be able to proceed, which it now appears likely to receive. Funding Funding pursuits for this project began in 2023, with the submittal of the initial facility plan to the Minnesota Pollution Control Agency (MPCA) and first submittal to the Minnesota Public Facilities Authority (MN PFA) for inclusion on their Intended Use Plan (IUP). Design of the project occurred over the following year, and plans & specifications were submitted to the MPCA for certification in Spring 2024. Around this same time, Scandia re-applied to be on the IUP and also applied for Point Source Implementation Grant (PSIG) funding. Due to the lack of a bonding bill from the MN Legislature in 2024, the funding for the PSIG program was not available to the project on that year’s final list. In 2025 a bonding bill was passed in a special session which included funding the public infrastructure programs. Scandia again applied for PSIG in the summer, and as of the Draft 2026 IUP that was issued on November 13, 2025, it appears likely that significant funding for the project will likely be available. This should be confirmed in December upon issuance of the Final 2026 IUP by the PFA. 14727 209 th St. N., Scandia, Minnesota 55073 Phone (651) 433 -2274 Fax (651) 433 -5112 http://www.ci tyof scandia.com As it stands, funding for this project would come from the following breakdown of sources: • $1,280,720.00 in grant money from the PFA’s PSIG program (related to removal of nitrogen) • $319,280.00 in low interest loans from the PFA’s Clean Water Revolving Fund (CWRF) The total funding that appears to be allocated for this project is $1,600,000. The most recent PSIG application submitted had increased the project cost estimate (including engineering and other expenses during construction) to just over $2,000,000. A request for this update to be made to the Final IUP has been sent in, with the goal of still obtaining an 80% grant/20% loans split for the project funding. Project Need & Summary The Bliss Wastewater System Nitrogen Removal project is necessary to meet MPCA requirements. At the Bliss Wastewater System, one of the groundwater monitoring wells was consistently producing nitrate samples above the allowed limit of 10 mg/L. Although all factors are not known, this is likely due to the final water entering the ground from the treatment system. Although the system continues to function effectively, it was never originally intended or designed for nitrate removal. The new additions to the system will primarily include a biological filter for nitrogen removal ahead of the drainfield cells, along with supporting structures and a small building to house blowers for filter backwash and a small chemical feed system for supplemental carbon. As part of the revised permit related to this system, the MPCA will no longer be requiring nitrogen sampling at the groundwater monitoring wells. Instead, this sampling will take place prior to water entering the drainfields.
