A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and
Zoom. Present: Terry Gorham (Chair), Greg Zauner (Vice-Chair), and Dustin Hegland. Absent: Kim Johnson
and Kathy Sanville. Also Present: Charles Fischer (Public Works Director). Zoom participants: Mike Lubke
(City Council), and Brenda “Bee” Stignani (Office Assistant). Gorham called the meeting to order at 6:00 pm.
A quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Zauner moved to approve the agenda, Hegland seconded. Motion carried unanimously.
APPROVAL OF MINUTES
Gorham called for any additions or corrections to the December 1, 2025 minutes. No additions or corrections
were submitted. The minutes stand approved as documented.
REPORTS
Chair Report
Gorham no written report or any activity to give a report.
OLD BUSINESS
Vinterfest planning
Hegland will not be able to attend. Gorham to help clean up in the Hall after the last event inside the
Community Center on Saturday. Staff to send to Gorham the Vinterbean registration link for review.
Helicopter, Bear in the Air, will land on the future site of the Scandia Heritage Alliance Water Tower Barn if
available. It is listed on the event flyer as TBD. Gorham will maintain button boxes at the Liquor Store, City
Hall, Scandia Café, Meisters, Security State Bank, Ozark Tavern, Cenex, Apothecaries Daughter and Big Marine
Store. Hegland will approach Marine General Store and maintain a box at Rustic Roots. Staff confirmed the
banners and posters have been ordered and should be ready for pick-up this week. Lubke is not able to
donate firewood as planned, and he will contact Helke directly to see if he is able to after all, or make other
arrangement as needed. Zauner to remind Johnson of her volunteering to help sign up participants for
Vinterbean and Snow Sculpture contests
PRC Operational Calendar
No changes suggested after reviewing the 2025 calendar.
NEW BUSINESS
Review Parks Master Plan with Review of Approved Capital Funding
Gorham requests staff to confirm at the next meeting if there are funds available for PRC to consider
recommending projects to City Council in 2026. Are there funds carried forward or newly allocated from the
next levy. Discussion with consultation of the Parks Master Plan concluded projects to highlight, if funds are
available, will be 1) enhancements to the patio area at the Community Center Courts to include a bench or
two, 2) pursue the pavilion at Lilleskogen Park, and 3) support the development plan at the Wayne Erickson
Memorial Ball Field.
2025 PRC Annual Review – DRAFT
Gorham confirmed the intent to organize another Toy Swap with the Lions at the Easter Breakfast as an Earth
Day event Discussion concluded to edit the Scandia Community Fun Day event to include presenting the Midco
check presentation to the winner of the Internet Story contest, add to the Taco Daze Pickleball tournament

that 2/3rd of the preliminary round play had been completed before the event was rained out, add Vinterfest
details like well attended, highlighted by hockey tournament and added many family friendly events new in
2025. All consented to accept the suggested changes from the 2024 report to 2025 by staff as provided in the
meeting packet with edit comments. Gorham requested staff accept the changes and provide committee
members with an updated draft for review. Staff will collect further edit suggestions to be presented at the
February PRC meeting for a final review.
Membership Review – Expiring Terms, Preparation for March Chair/Vice-Chair Election
The terms for Gorham and Johnson are set to expire. Gorham indicated that he would not apply for a new
term. Johnson communicated with staff that if there are other applicants stepping forward, she would not
apply for a new term. Staff acknowledged three known applicants for these two openings. Zauner and
Hegland expressed interest in being nominated for the Chair and Vice-Chair positions at the February PRC
meeting.
