MN5507] R0: Christ's Household o[Faith Animal Feedlot; Feedlot Project Background and FLEval Model Results Dear Scandiu City Council Members: In 0c|nhcr 2000, work was completed on u 6cJ|o( improvement project at the Christ's Household of Faith (C8OF) hnmc farm, located on White Kock Luke inScundia. The project had been initiated in 2005 after representatives from ScxndiuTownship, Washington Conservation Digcici (\V[D). and CHOF met at the site to cvu\uu(e potential feedlot issues (see enclosed |cncr. dated October 4, 2005). After the site meeting, I evaluated the pollution potential of the feedlot using the FLEval computer model, which was developed by the University of Minnesota and is the ucccp(cJ standard for feedlot pollution evaluation in Minnesota. The results of the F[Gvul model run on existing conditions (pre-project }nx(uUu6on) showed that there was significant potential for pollution to enter White Rock Lake based on model inputs such as feedlot area, animal numbers, drainage area, land x\opc, and distance to the lake. There were 8 horses at the site at the time of the first site meeting. The FL8vu| rating of28 is considered moderately high and suggests noncompliance with K4PCAregulations. &hcr the pollution potential of the site was cmuhUshcJ by using the FLBvul model, l contacted rcpncscntu(\vrx from CHOFand Scundb Township. 3cundiaTovvnohip President Dennis Sce(e\dt, during our conversation no January 24, 2008, supported the concept of potential feedlot project to cnnzo pollution hazards at the site. Mr. 9ccfuN| supported u course of action in which [HOF would seek u conditional use permit to allow the existing 8 horses (nremain at the site, with the eventual maximum of 5 or 6 horses at the site. The design of the feedlot complies with mfingent 8/utc requirements and the feedlot improvements constructed in 2006 rcuokcd in u project that improves the water quality of White Rock Lake.
