Feedlot Project Background and FLEval Model Results
Dear Scandiu City Council Members:
In 0c|nhcr 2000, work was completed on u 6cJ|o( improvement project at the Christ's Household of
Faith (C8OF) hnmc farm, located on White Kock Luke inScundia. The project had been initiated in 2005
after representatives from ScxndiuTownship, Washington Conservation Digcici (\V[D). and CHOF met
at the site to cvu\uu(e potential feedlot issues (see enclosed |cncr. dated October 4, 2005).
After the site meeting, I evaluated the pollution potential of the feedlot using the FLEval computer model,
which was developed by the University of Minnesota and is the ucccp(cJ standard for feedlot pollution
evaluation in Minnesota. The results of the F[Gvul model run on existing conditions (pre-project
}nx(uUu6on) showed that there was significant potential for pollution to enter White Rock Lake based on
model inputs such as feedlot area, animal numbers, drainage area, land x\opc, and distance to the lake.
There were 8 horses at the site at the time of the first site meeting. The FL8vu| rating of28 is considered
moderately high and suggests noncompliance with K4PCAregulations.
&hcr the pollution potential of the site was cmuhUshcJ by using the FLBvul model, l contacted
rcpncscntu(\vrx from CHOFand Scundb Township. 3cundiaTovvnohip President Dennis Sce(e\dt, during
our conversation no January 24, 2008, supported the concept of potential feedlot project to cnnzo
pollution hazards at the site. Mr. 9ccfuN| supported u course of action in which [HOF would seek u
conditional use permit to allow the existing 8 horses (nremain at the site, with the eventual maximum of
5 or 6 horses at the site. Also on ]anuury 24, 2006. | contacted David 8luhm. CBOF repnxcnrubvc,
notifying him o[ Scundiu Township's position and that lie could be required to obtain o permit from the
K4PC/\ [The site was x//i//m/rh /m/ required/vob/ui/ oynr o/ i/ bccoxse /6e)' have less than the minimum

concept of [ccd|o| project to correct the pollution huzunJy at the site and stated that he vvooN pz6/ to
maintain 8 horses at the site in the long term. Both of these conversations were xummafixxd in the WCC)
project 0c.
Based on CH0F`s desire to move [nnvurd with u project to correct pollution from their horse [ccd|n|, l
hc�xn the feedlot design process. | entered different parameters into the FL5vu| model until the b �
combination of feedlot area, drainage area, and buffer |cnX1h showed that u project could hc cunqp|c|cd
that reduces the FL6vx| rating from 28 to V (zcno), u rating that suggcuts compliance with t%,IPCA
regulations. The rating was reduced due to creating u buffer between the feedlot and White Rock Lake,
pcducin� the feedlot xizu, and reducing the drainage area by diverting clean water around the feedlot(insteado[uUnwing it to run through the feedlot and pick op manure on its v/uy to the lake). Compuhx-

*COD=chemical oxygen demand, a measure of organic pollutants in surface water that indicates water quality
CROp representatives applied for and obtained 3(utcCoui'Shuo grant through VV[D to construct the
6ccd|o/ project. The YVCD Board of Supervisors, as the local State Cost-Share administrator, approved the
project based on the proposed Pollutant reductions listed in the table ubove. C80F received u total of
$10.991.82 from the 3,u1e o[ Minnesota after construction was completed and certified by professional
engineer (Michael K4uycr. P.E. — certifications rodoaed), which ocpuxcniu 7596 of the |o(u| cost of the
project. A project overview map is cnc)nocJ. The project was completed in October 2006. Washington
County Lund Mxnugoncn(, uc|io� as local permitting authority because the project took place bcbonc
Scundio'a incorpom(ion, issued u permit for the project (Permit #0010'06058 —enclosed) after reviewing
the plans and conxukingwith \�CDstu0[
On July 24, 2008, \ visited the feedlot site with representatives from [HOF and 3cundiu, During this site
visit Scundix ncpoocnuhvro asked for documentation of the FLEvu| ooukx for the site. FLGvu/ has been
updated since 2006 and is now cu||cd 04innFAR&8. | used MinnPA8K4 to determine that although the
feedlot project that was installed was huocd on u total of 8 homcx, because of the conservative design of
the engineered yced|*/. it would be ynssi6|c in maintain |Uhumcy on the xumc lot without increasing the
pollution risk significantly. MinnPARM results (for model runs using both 0und |0 horses)are enclosed,
and us you can see in the "model results" section, the results state that the MinnFAR84 mdn8xu�gcsm
^regulatory comp|ixnce.^
In summary, the VVCD`o CHOP /ecd|c^ project was initiated in order to protect White Rock Lake From
animal feedlot pollution. The design of the feedlot complies with mfingent 8/utc requirements and the
feedlot improvements constructed in 2006 rcuokcd in u project that improves the water quality of White
Rock Lake. The feedlot Could house up to 10honex permanently and still receive oK4innF/\RM rating of
0 (zrvo), which su��cms regulatory cnmp|\uncr, although the original design considered u maximum of
horses.

run a computer model to identify the potential of your site being a pollution source. He should
