Subject: Request to Table Action Pending Review of Proposed Ordinance Revisions
Dear Mayor and Members of the City Council,
On behalf of the Carnelian-Marine-St. Croix Watershed District (CMSCWD), I would like to
express our appreciation for the City’s continued efforts to clarify and improve its shoreland
and nonconformity ordinance framework. We recognize the importance of ensuring local
ordinances remain consistent with state statute while also supporting reasonable property use
and reinvestment within the community.
CMSCWD recently became aware of the proposed ordinance revisions through the public
posting in the newspaper. At this time, the District has not had sufficient opportunity to
complete a comprehensive technical review or to present the proposed revisions to our Board
of Managers for discussion and direction. Additionally, the CMSCWD Board meeting is
scheduled to occur after the City’s public hearing on the proposed revisions, which limits the
District’s ability to provide Board-directed and transparent formal comments prior to Council
action.
Because these revisions may influence how shoreland redevelopment is evaluated and
implemented within the City, they have potential implications for water resource protection,
regulatory coordination, and long-term implementation of both City and District programs.
To support thoughtful coordination and ensure that any District feedback is transparent and
Board-directed, CMSCWD respectfully requests that the City Council consider tabling action on
the proposed ordinance revisions until the District has adequate time to complete its review
and obtain Board authorization to submit a formal comment letter outlining any concerns and
recommended modifications. Our goal is to provide constructive, solutions-oriented input that
supports regulatory clarity, aligns City and District requirements, and advances our shared
responsibility to protect lakes, wetlands, streams, and shoreland resources.
CMSCWD remains committed to being a collaborative partner with the City and stands ready to
work with City staff and elected officials to support ordinance language, implementation tools,
and review processes that are practical, legally defensible, and protective of water resources.
