The Scandia Planning Commission met in a special meeting on the above date for the purpose of
discussing the revised draft of the Comprehensive Plan. The following were in attendance:
Planning Commission Chairman Chris Ness and Commissioners Tom Krinke, Christine
Maefsky, Susan Rodsjo and Peter Schwarz; Mayor Dennis Seefeldt. Staff present: City Attorney
Dave Hebert, Deputy Clerk Brenda Eklund and Planning Consultant Jean Coleman. Kevin
Nickelson, Comprehensive Plan Committee member,joined the meeting at 8:30 p.m.
Chairman Ness called the meeting to order at 6:38 p.m.
Jean Coleman addressed the items of concern which were addressed at the November 18
meeting, along with suggested changes. Specific language and page numbers were reviewed so
that direction for changes could be made to ready the document for adoption at the December 2
Planning Commission/City Council meeting.
At the November 18 meeting, there was discussion that the Land Use map incorrectly showed a
triangular parcel east of Parrish Road zoned as Village Neighborhood. Ms. Coleman verified that
the parcel was correctly zoned in the VN based on past discussion to allow for expansion of the
VN at a density of 1 dwelling per 2.5 acres. Consensus was to leave the map as presented.
The Commissioners discussed setting bonus densities for open space conservation subdivisions
in the Ag Core and General Rural districts. Members concluded that a bonus density of 75%
should be granted for both districts.
Clarifying the language regarding lot averaging in the General Rural district was discussed. The
language will be changed to state that a 4 per 40 density with a minimum lot size of 2 acres is
allowed within the General Rural zoning district.
Ms. Coleman noted changes in specific wording and page numbers so that a revised matrix
incorporating these changes will be prepared. This unified document will go before the Planning
Commission at the December 2 meeting for recommendation to the Council.
