3.b January 13, 2009 draft January 13, 2009 The Scandia Planning Commission met in a special meeting on the above date for the purpose of discussing the implementation of the new Comprehensive Plan. The following were in attendance: Planning Commission Chairman Chris Ness and Commissioners Torn Krinke, Christine Maefsky and Susan Rodsjo. Staff present: City Administrator Anne Hurlburt. Chairman Ness called the meeting to order at 7:05 p.m. Administrator Hurlburt reported that the Metropolitan Council is currently reviewing the plan to determine its completeness for review, and have requested a few small pieces of additional infounation. We should hear soon whether or not the plan is complete, and when it is we will have a better idea of the schedule. After the Metropolitan Council's review is complete, the City can take final action and then the "clock will start" on the implementation schedule. TRANSFER OF DEVELOPMENT RIGHTS (TDR) The Implementation Schedule of the draft plan indicates that the City will study TDR as a possible implementation tool within 1 year of adopting the plan. Maefsky will head of this effort. She will develop the goals for a subcommittee and recruit members, for a possible first meeting in March. She will draft an announcement asking for volunteers to be sent to media contacts and posted on the website. Hurlburt will request examples of ordinances through her contacts. DESIGN STANDARDS Rodsjo reported on her efforts to recruit members for the committee to develop design standards. In addition to Wayne Branum of Sala Architects, Sue Fitzgerald (fo►mer Stillwater Planner) and Dave Hume have volunteered. The group identified several other individuals who might be asked to participate. Rodsjo will make contact with them and schedule a first meeting when they are all available. OTHER Many other implementation activities fall under the category of ordinance updates. The timeline will be determined after the Metro Council review and final city adoption. The TDR and design standards studies will need to be completed so that their recommendations can be incorporated into the ordinance updates. Maefsky will re-activate the group that worked on the scenic view analysis in the spring. Most of the previous work was deleted from the approved plan, but Implementation Strategy TR 2.3.1 calls for incorporating subdivision perfo,iirance standards that preserve views and scenic qualities.
