5.b Staff Report Meeting Date: 9/1/2009 Agenda Item: City Council Agenda Report City of Scandia 14727 209th St. North Scandia, MN 55073 (651) 433-2274 Action Requested: Approve the plans for the Lilleskogen Park water control structure project and authorize staff to obtain quotes for construction. Deadline/ Timeline: N/A Background: • Lilleskogen Park, formerly known as Old Lions Park, is located at the southeast corner of Highway 97 and Oakhill Rd. A plan for the restoration and development of the park was completed in early 2008. In April 2009, the city contracted with SRF Consulting Group, Inc for engineering of the water control structure, the first step in implementing the plan and restoring the wetlands on the site. • The Carnelian-Marine-St. Croix Watershed District (CMSCWD) contributed $7,500 for the project. The grant agreement requires that the city build the water control structure. • SRF has completed the plans, and CMSCWD has approved a peimit. The next step will be to obtain construction quotes. It is hoped that the project will be completed yet this fall. • The engineer's cost estimate is $16,000, but it is expected that more favorable quotes may be obtained. The planning-level cost estimate was $10,000. There are sufficient funds in the Park Capital Improvement Fund for the project. • When this project is completed, the next step would be the wetland restoration. The Washington Conservation District pledged $1,000 toward weed control which must be used in the park this fall to begin restoration. The city applied for a DNR Metro Greenways grant, but the application was denied. • SRF has provided contact information for two firms experienced with this type of project, who will be contacted for quotes. Quotes will also be requested from two local contractors. Recommendation: I recommend that the Council approve the plans for the Lilleskogen Park water control structure project and authorize staff to obtain quotes.
