Action Requested: Consider scheduling a special joint meeting of the Planning
Commission and City Council to discuss the update of the
Development Code (zoning and subdivision regulations.)
Deadline/ Timeline: Cities are required to make zoning ordinances and other official
controls consistent with a new comprehensive plan within 9 months of
the plan's adoption. (Mn. Statutes 473.865)
Background: • The City adopted its Comprehensive Plan on March 17, 2009.
• Two studies needed for implementation of the plan and
incorporation into the regulations have been completed: the
architectural design guidelines and transfer of development rights.
Recommendations have been made for incorporation into the
official controls.
• Significant amendments will be needed to update the code. Staff
recommends that the Council and Commission meet with staff and
the City Planner in a work session as the first step in the project.
We will need direction on some key issues. The work plan and
priorities will need to consider the limits on city resources and
time.
Recommendation: Several possible dates for a joint work session have been identified,
and have been noted on the calendar, attached. I recommend that the
Commission and Council select a date and time for a special meeting.
