January 20, 2026
A regular meeting of the Scandia City Council was held on the above date in the City Council
Chambers. The meeting was conducted in-person and over an electronic platform. All
participants who joined the meeting remotely could hear each other and contribute to
discussions.
Mayor Steve Kronmiller called the meeting to order at 7:03 p.m. Following the Pledge of
Allegiance, roll call was taken. The following were in attendance: Council members Jerry
Cusick, Jim Gribble, Kirsten Libby, Mike Lubke, and Mayor Steve Kronmiller. Staff present:
City Engineer Isiah Bubany, Police Deputy Jake Anderson, Fire Chief Mike Hinz, Public Works
Director Charles Fischer, and City Clerk Brenda Eklund.
APPROVAL OF AGENDA
Lubke, seconded by Gribble, moved to approve the agenda as presented. Motion carried 5-
0.
LAW ENFORCEMENT REPORT
Deputy Anderson reported on calls and statistics over the past month. In December, there were
86 incidents, 37 traffic stops, and 8 tickets issued. Anderson described one of the citations as a
trespassing arrest. A welfare check on Melanie Trail resulted in a forced entry; the resident was
taken for care and now doing better. Anderson will attend DARE training over the next 2 weeks
in preparation of DARE instruction to the students at Scandia Elementary.
PUBLIC FORUM
There were no public comments.

Libby, seconded by Lubke, moved to approve the Consent Agenda as presented. Motion
carried 5-0.

DESIGNATE THE OFFICIAL NEWSPAPER FOR 2026
Gribble, seconded by Lubke, moved to designate The Country Messenger as the official
newspaper for 2026. Motion carried 5-0.
APPOINTMENTS TO ADVISORY COMMITTEES AND COMMISSIONS
Mayor Kronmiller thanked the applicants who were interviewed in a Special Meeting just prior
to the regular meeting.
Kronmiller, seconded by Gribble, moved to appoint Laura Weber and Amy Shattuck to
the Parks & Recreation Committee, and to appoint Michael Marosok to the Planning
Commission. Motion carried 5-0.
Kronmiller, seconded by Libby, moved to reappoint Perry Rynders to the Wastewater
Committee for a five-year term. Motion carried 5-0.
APPOINT ACTING MAYOR FOR 2026
Kronmiller, seconded by Cusick, moved to appoint Council member Libby as Acting
Mayor for 2026. Motion carried 5-0.
WETLAND CONSERVATION ACT GATEWAY TRAIL PROJECT WETLAND
REPLACEMENT PLAN
Wetland Specialist Jay Riggs from the Washington Conservation District, was present to
describe the wetland replacement plan for the Gateway Trail project. The trail is impacting a
minor amount of wetland area, and the District recommend wetland replacement at a 2:1 ratio.
Gribble, seconded by Lubke, moved to approve the wetland replacement plan for the
Gateway Trail project. Motion carried 5-0.
GATEWAY TRAIL COST SHARING AGREEMENTS WITH WASHINGTON COUNTY
AND THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES (RESOLUTION
NO. 01-20-26-03)
The cost sharing agreements with Washington County detail the County’s financial contribution
to the Gateway Trail project and its ongoing maintenance responsibilities after project
completion. A resolution was prepared approving the Cooperative Agreement between the City
and the DNR for the Scandia Trail segment of the Gateway State Trail.
Lubke, seconded by Libby, moved to approve the Cooperative Agreements with
Washington County for Construction Cost and for Maintenance of County Road 52, and
adopt Resolution No. 01-20-26-03 Approving Cooperative Agreement with the State of
Minnesota Regarding the Scandia Trail Segment of the Gateway Trail. Motion carried 5-0.
BRENDA EKLUND RETIREMENT TRANSITION
City Council received a report on City Clerk Eklund’s transition to part-time as she prepares for
retirement. Eklund will continue working full-time until February 27th, then work 2 days a week
while drawing down PTO hours. The City Administrator will re-evaluate the position and office
staffing over the next several months to gauge whether or not a full-time replacement is needed.

PARK & RECREATION COMMITTEE
Council liaison Lubke reported that the Park & Recreation Committee is getting ready for
Vinterfest this coming weekend.
PLANNING COMMISSION
The Planning Commission did not meet in January.
ECONOMIC DEVELOPMENT AUTHORITY
The EDA did not meet in December.
SCANDIA INTERNET ACTION COMMITTEE
The Internet Action Committee will next meet in March 2026. Mayor Kronmiller explained this
year’s broadband installation project, to be completed no later than mid-2027.
TOURISM COMMITTEE
The Tourism Committee did not meet in December.
BUILDING OFFICIAL
The December building activity report was in the meeting packet. In December, 18 building
permits were issued at a valuation of $820,938. In 2025, 275 permits were issued at a valuation
of $20,286,460.73.
FIRE DEPARTMENT
Fire Chief Hinz reported that in December the department responded to 25 calls; 10 fire related
and 15 medicals. The Fire Relief Association is hosting the Fireball fundraiser on February 28th.
CITY PLANNER
There was no report from the City Planner.
CITY ENGINEER
Engineer Bubany’s engineering report was in the Consent Agenda. There were no questions.
DIRECTOR OF PUBLIC WORKS
Public Works Director Fischer’s report on department activities was in the meeting packet.
Fischer highlighted that the kitchen renovation project is substantially completed.
CITY ATTORNEY
There was no report from City Attorney Johnson.
CITY ADMINISTRATOR
City Administrator Morell provided a written report in the meeting packet. The Council had no
questions.
