Fire Chief Annual Report
2025
The fire department had another busy year in 2025. Below is a chart of the last 22 years of
incident totals and the percentage change from the previous year. As you can see, we have had a
history of going up and down each year, but you can see that our up years are more often and the
down years are smaller than in the past.

This year was a busy year, but we did see a decrease in total calls of 12%. Part of this decrease is
we have made a change to some of the type of calls we are no longer responding to. We are no longer
responding to low acuity calls like Person in crisis, Back Pain & Medical Alarm no contact are a few
examples. These types of calls end up with us not providing any care before ambulance arrival. We have
had discussions with the ambulance provider and they agree with this change and their crews
understand they can still call us if needed.
I have attached 10 documents and 6 graphs with different breakdowns of our 2025 calls for your
review.
Documents
• Years of Service – This shows the years of knowledge your fire department has (just over
324 years from 29 members)
• Average Turnout 2025 – This document shows the number of calls by type and the average
number of personnel responding.
• Call Type 2025 – This report shows a breakdown of all calls by general call type, it also
shows district, if mutual aid was given or received and number of fire personnel
responding (no personnel under medical calls)
• Incidents by Day of Week 2025 -This report is used to try to see trends. Here again we see
no day that is dramatically higher than the others.
• Incidents by District 2025 – This report shows calls and types to Scandia and other
communities. The calls to other communities were for Contract coverage, Auto-Aid or
Mutual Aid. The Other designation is for areas outside our direct neighboring communities.
• Incidents by Month 2025 – This report shows a breakdown by month to help see trends in
the future. You can see that summer is busy, but there are high call months through-out the
year. This has been the normal for many years
• Incident Type Summary 2025- This report shows a breakdown by type of call and the
percentage each type was. Type is defined by the national records basic incident type
categorizes.
• Incident by Time-of-Day 2025 - This report is showing what times calls are received. As
you can see there is no time that is drastically different than others. You can also see that
most calls are between 6am and 1am. I highlighted times when number of calls is over 20
• Mutual Aid 2025 - This report also shows auto-aid and mutual-aid given and received. Auto
aid is setup for use when dispatch receives a call for a structure on fire with flames seen to
help get resources to the scene faster for a better outcome. We also have auto aid for car
accidents involving multiple vehicles involved. Mutual aid is activated when the first fire
department gets on scene and determines that they will need assistance for man-power or
water shuttle operations.
• Response Time of Day by District 2025 – This report shows call time by district
Graphs & Charts
• Incident by Month 2 years – This graph compares call volume by month. As you can see
there is a wave with some difference but does have a pattern.
• Incidents by Month and Type – This is a very busy report but does show medicals are most
of our call volume with good intent next in volume.
• Incident by Month – This is the same as the 2-year comparison just better defining 2025
activity.
• Incident by Type – This pie graph shows where call volume is.
• Incidents by Year Bar & Pie Charts – These show that we are seeing a increase in call
volume
This year we had 1 structure fires in our primary service area. We also responded to 7 fires in
Forest Lake, 2 fires in Hugo, 1 fire in Marine on the Saint Croix, 1 fire in Mahtomedi, 1 in Shafer & 2 in
Stillwater. This may look like we are providing a lot of service to other fire departments, but want to
point out that in other years we have requested assistance more that we have given.
This year we had one member Mike Frank resign from the department, but we also hired 3 new
members Pam Mrozik who comes to us with all the required training already done saving the city
roughly $4,000. We also hired Mike Stearns and Ryan Zahn, both have started their fire fighter training
February of 2026. This puts our roster at 29 members, our ideal number is 30, but we are not hiring
currently to allow our current team to complete required training.
Again, this year I want to talk about the training and skills that our members bring to the
department. Our team has shown over the last few years their ability to work well with other
departments in our area. This has been re-enforced by the level of respect from other larger
departments. This makes the fire department officers very proud and should also make the city council
proud to see the support and funding you provide is being well used.
Our 2025 budget ended the year 2.2% under the 2025 budgeted amount of $410221.74 after
adjusting the budget amount to account for the additional $18,883.35 the we received from the state for
the firefighter PERA fund. There could be a few slight changes after all adjustments are made, but we
should still be within budget.
Here is a list of some of the projects that were started or completed this year and some items of note.
• We lost 1 member due to availability issues.
• Hired 3 new members with 1 not requiring any major training classes
• Personnel files reviewed and updated. Files for our current members were reviewed and
updated.
• Created new SOG’s & reviewed existing SOG’s
• Attended county meetings including Fire improvement team, Washington County Chief’s &
Capital City regional meetings.
• Had a very successful Fire Prevention and Safe Halloween. In 2025.
• New Utility truck was completed in January. This truck has been used very often in 2025
and we believe it will be used even more in 2026.
• New Engine 1 was received and put in service. This is our primary fire fighting engine, we
have had a few bugs to work out, but are very happy with the truck.
• New Tender 2 was received this year, we are very happy with the new truck and it new
capabilities of the truck.
• We auctioned both the old Engine 1 & Tender 2, both trucks sold for more than the $20,000
each we had planned, instead they sold for a total of $141,000. These funds are used to
assist in rebuilding the equipment fund.
• The new cold storage building was completed, Fire & Pw are both still working on small
items and final organization. It has made a great improvement in the flow of both
departments and will continue to improve as we both get things settled in.
• Worked with city staff to create the budget for 2026
In 2026 the department will be working on many items to continue to improve or continue to
provide the level of service our community demands. Some of these items include replacement of our
UTV & trailer, renewal of May Township contract, new box alarm agreements with surrounding
departments, replacement of Fob door system at all city facilities as our current system is no longer
supported.
I have included the MHealth year end Ops report. They responded to 5,136 calls in 2025 with 255
of these being in Scandia. We meet monthly with them to discuss calls and any items that we can manage
before they become an issue. This has been very beneficial an has made it a wonderful working
partnership. Some of the items that come out of these meeting is excessive use of service, medication
exchange & patient outcome review.
In closing I want to say that if it was not for the incredible team, we have within the fire
department and the support of the city staff, council, and residents of Scandia, we would not have the
well-respected fire department that we currently have.
