Re: Updated Capital Improvement Schedule

As you may remember, last year the Committee staff worked with the City Engineers to update
the Capital Improvement Schedule for the City’s three sewer systems. This was in response to
questions about the upcoming costs for general maintenance of each system. The updated
schedule shows projected expenses from 2025 through 2040.
Bliss
Being the largest system operated by the City the engineer projects the City will need to put
$79,985 aside per year to pay for all the projected expenses during the next 17 years. This does
not include the Bliss Loan Repayment that is part of the state funding for the system
improvements. Currently, that repayment is estimated at $35,000 per year and is included as a
recurring cost for nitrogen treatment. This makes the total annual amount needed to fund all
scheduled improvements to the system $114,985
Uptown Fund
Despite being the smallest system in the City and having the fewest users, this system has more
equipment than the A&E system. The average annual cost of capital improvements based on the
spreadsheet is $36,774.
Anderson Erickson Fund
The average annual cost of capital improvements for this system is $31,533. This includes
$100,000 for replacing all tank riser seals in the system. We believe leaking seals on the risers
are the primary cause of the inflow and infiltration (I/I) entering the system. Fixing this I/I is
important to keeping the system within its average daily run times to avoid increased permitting
regulation.
