06.h Staff Report-PW Job Posting Staff Report Date of Meeting: 03/17/2026 For: Mayor and City Council From: Charles Fischer – Director of Public Works Subject: Hiring Full-Time Maintenance Workers Background: The City Council approved budgeting and hiring a new full-time maintenance worker beginning mid-year 2026 and as of March 4th, 2026 an early retirement created a new opening in the department. Public Works is requesting to amend the full-time maintenance worker job description and post two open positions in the Public Works department, schedule and perform interviews and recommend to Council the hiring of two applicants. Fiscal Impact: The two positions requested to be posted and filled have been or are already budgeted in the 2026 budget. Options: 1.) Post (2) open positions and recommend at a later date the hire of (2) applicants 2.) Post (1) open position and recommend at a later date the hire of (1) applicant 3.) Amend and approve changes to the Full-Time Maintenance Worker Job Description Recommendation: Option 1 and Option 3 Attachments: Job Description Job Posting Page 1 of 3 Printed 3/12/2026 Approved by City Council, June 15, 2010 Amended December 17, 2013 City of Scandia, Minnesota POSITION DESCRIPTION TITLE: MAINTENANCE WORKER, FULL-TIME STATUS: Full-time (40 hours/week), regular position Normal working hours, per personnel policy Subject to emergency call-out or off-hour work assignments On-Call Schedule FLSA Non-Exempt REPORTS TO: Public Works Director City Administrator City Council PRIMARY OBJECTIVE: Under direction of and in coordination with Public Works Director, ensure that all city facilities including streets, parks, buildings, equipment, sewer and water utilities, and drainage systems are safe and maintained in good condition in all seasons of the year. ESSENTIAL FUNCTIONS: 1. Maintain gravel roads including grading and blading, reshaping shoulders and hauling gravel, fill sand or other materials as necessary. 2. Maintain paved roadways including hauling materials, cut out patches, catch basin repairs, and pothole patching. Protect work sites and direct traffic as necessary. 3. Plow, shovel, de-ice, sand and blow snow on city-owned property, streets, and sidewalks. 4. Maintain City buildings- interior and exterior, including kitchen equipment, minor plumbing and electrical repairs, painting, decorating and trash removal. 5. Maintain City Parks – mowing, trimming, refuse removal, ballfield maintenance 6. Clear trees and brush, tree trim and mow road rights-of-way. 7. Establish and maintain road signage as per manual of Uniform Traffic Control Devices. 8. Install, maintain and remove street light decorations. 9. Respond to emergency calls involving problems with City-owned utilities and infrastructure. 10. Oversees and maintains sewer utilities including lift stations, repairing pumps, cleaning lift stations, maintaining lift station grounds, etc. Page 2 of 3 Printed 3/12/2026 11. Read and record usage from meters and determines causes for unusual readings. 12. Work with utility companies to mark underground city utilities. 13. Perform mechanical maintenance of equipment including trucks, heavy equipment, mowers, and lawn and landscaping equipment. 14. Determine and perform preventative maintenance and safety checks on all equipment and buildings. 15. Attend safety meetings and other training as required. 16. Perform other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES: 1. Knowledge of and skill in operation of heavy diesel and gas-powered construction equipment. 2. Knowledge of road construction and maintenance practices. 3. Ability to make minor repairs and adjustments to equipment. 4. Building maintenance skills. 5. Mechanical aptitude. 6. Ability to do some lifting, bending, climbing, reaching, overhead pushing and pulling. 7. Ability to perform job responsibilities in climatic extremes 8. Ability to work overtime or be on call as necessary and assigned. 9. Knowledge of procedures, policies and practices of sewer maintenance. 10. Ability to read meters and gauges, to be able to detect when problems are occurring and to respond appropriately. 11. Knowledge of federal and state laws, municipal ordinances, and regulatory requirements for applicable facilities and systems. 12. Ability to follow oral and written instructions; to read and interpret technical manuals and guides, and to determine solutions to a variety of operations and maintenance problems. EXAMPLES OF PERFORMANCE CRITERIA: 1. Roads and City utilities are maintained according to adopted policies. 2. Maintenance workers perform as a team to accomplish objectives. 3. Facilities and equipment are maintained in a neat, clean and orderly manner at all times. 4. Equipment and labor are utilized appropriately, effectively and safely. 5. Communicates with elected officials, staff and citizens in a polite and courteous manner. 6. High school diploma or equivalent education. 2. Experience in road construction and maintenance work involving the operation of a variety of road construction equipment related field such as but not limited to: road maintenance, park maintenance, sewer maintenance, building repair and maintenance, and equipment operation. 3. Valid class “B” driver’s license, ability to obtain class “A” license within six months and good driving record. 4. Ability to respond from home to Public Works facility DESIRED QUALIFICATIONS: 1. Valid Class A Driver’s License or ability to obtain within one year. 2. Valid Minnesota Class E Water Supply System Operator license or ability to obtain that license within one year. 3. Valid Minnesota Class D C Wastewater Operator license or ability to obtain one within one year. 4. Valid Minnesota Subsurface Sewage Treatment Provider certification or ability to obtain that certification within eighteen months. 5. Ability to respond from home to Public Works facility within 30 minutes . The position will be under the direction of the Public Works Director. Responsible for ensuring that city facilities including streets, parks, buildings, utilities, and drainage systems are safe and maintained in good condition in all seasons. Minimum qualifications include: high school diploma or equivalent education, experience in related field, such as but not limited to; road maintenance, park maintenance, sewer maintenance, building repair and maintenance, equipment operation, valid driver’s license, and a good driving record. Ability to respond from home to the Public Works facility. Desired qualifications include: Class A Driver’s License or ability to obtain within 12 months (classes available through city paid training center), Class E Water license, Class C Wastewater Operator license (or ability to obtain within one year), and Subsurface Sewage Treatment Service Provider certification (or ability to obtain within 18 months). Maintenance Worker Pay Scale: $29.44 to $36.30 plus benefits Anticipated Hiring Range: $29.44 to $32.77 plus benefits City application required.
