09.c EDA Minutes 02 24 2026City of Scandia Economic Development Authority Board of Commissioners Meeting Minutes Tuesday, February 24, 2026 Attendance: Council members Steve Kronmiller and Jim Gribble. Also in Attendance: Executive Director Kyle Morell and Veronica Korby, Treasurer. Committee Members in Attendance: Jacqueline Chaves, Carolyn Smith, Patti Lange and Dave Wilske. Absent: Patrick Doyle Call to Order: President Kronmiller called the meeting to order at 6:30 p.m. Approval of Agenda: Motion by Smith, seconded by Lange, to approve the agenda as presented. Motion carried unanimously. Approval of Minutes: The Minutes of the January 27th, 2026, EDA Meeting were approved on a motion by Chavez, seconded by Wilke, with the correction that Smith was not in attendance and therefore could not second a motion. 2019 EDA Work Plan The Committee discussed the revised work plan. Changes were suggested to update certain wording. Chavis asked about the goals being measurable. The Committee agreed that measurables should be defined early and adjusted as needed to ensure the work meets its stated goals. The Work Plan is a working document and can be adjusted as needed. Staff will compile summary documents on the City’s past actions related to the three tasks in the Committee's work plan for the Committee to review at its next meeting. Staff presented the Committee with material outlining some of the factors the City must consider when evaluating housing. The Committee reviewed the Future Land Use Map, which outlines density restrictions in the City around housing units. The Metropolitan Council regulations state that the majority of the City is limited to 4 units per 40 acres, as shown by the green area on the Future Land Use map. The yellow area is considered the City’s rural center and is allowed 1 unit per 2.5 acres. Developments with smaller lot sizes are permitted, but require open space to be designated around the development cluster. The discussion focused on life-cycle housing /affordable housing. Housing available for seniors who want to remain in the community but do not want to continue maintaining their current home, or housing for young families to move into. Staff pointed out code language that may be a barrier to this type of housing. The code requirements for lot size and lot frontage do not allow for small lot development. The City does not have a minimum house size requirement. The main barrier to entry into the community is the price of land. Board member Smith asked if the City allows Accessory Dwelling Units (ADUs). The City permits ADUs on all residential properties. Several have been built in the past couple of years. They are used to house family members, but can be rented out if so desired. It does not actively promote ADUs as a potential solution to housing concerns. At the April EDA meeting, staff will prepare a presentation outlining how it would review an application for life cycling housing and which sections of the City’s Development Code make such a development difficult to move forward. Items for future discussions: The EDA and Tourism Committees are scheduled to have a second joint meeting to review work plans. That will take place in either February or March.
