03-04-2026 Work SessionMarch 4, 2026 A work session meeting of the Scandia City Council was held on the above date. The meeting was conducted in the Council Chambers at the Scandia Community Center and over an electronic platform. All participants who joined the meeting remotely could hear each other and contribute to discussions. Mayor Steve Kronmiller called the meeting to order at 6:30 p.m. The following were present: Council members Jerry Cusick, Jim Gribble, Kirsten Libby, and Mayor Steve Kronmiller. Staff present: City Administrator Kyle Morell. APPROVAL OF THE AGENDA Libby, seconded by Cusick, moved to approve the agenda. Motion carried unanimously. WYLDEWOOD ACRES COMMUNITY SEPTIC DISCUSSION – CARRIE MITCHELL Carrie Mitchell, 14192 209th St N., attended the December Council meeting and asked the City Council to assist her in transitioning her house to a more cost-effective septic system than the Wyldewood community system. Staff provided Council with emails from the City Attorney stating that any resident wishing to disconnect from the Wyldewood community septic system must obtain the Homeowners Association’s (HOA) approval. If approval is granted, the City would then need to revise the Wyldewood Development Agreement. Ms. Mitchell stated she would work with the HOA. Steve Plaisance, 21160 Odell Ave. N. stated the HOA is working on the plans for the state- mandated improvements. He would like the City to reconsider its position on taking over ownership of the system, believing City ownership provides the best financial relief for all residents involved. He suggested perhaps a management agreement could be reached under which the City owns the system, while the HOA continues to oversee its operation. Mayor Kronmiller directed staff to continue this discussion and add it to a future meeting agenda. Councilmember Gribble stated he sees the merit of Mr. Plaisance’s request, but believes that helping Wyldewood would not be fair to other developments that have worked to fix their community and individual septic issues. CLOSED SESSION – THE CITY COUNCIL WILL GO INTO CLOSED SESSION PURSUANT TO MINNESOTA STATUTES §13D.05, SUBDIVISION 3 (A), PERFORMANCE EVALUATION OF JEFF ANDERSON The Council entered into a closed session at 6:47 p.m. Council opened the closed session at 6:52 p.m. Libby, seconded by Gribble, moved to accept and approve the Settlement and Separation Agreement from Jeff Anderson.
