5.b) Administrators ReportSCANDIA Staff Report Date of Meeting: April 3, 2017 To: Parks & Recreation Committee From: Neil Soltis, Administrator Re: Parks update City 2040 Comprehensive Plan —The Steering Committee held the V meeting on Thursday, March 9. Dustin attended the meeting as the PRC representative. The Committee reviewed background information on Comprehensive Planning and the City's demographics and completed an exercise identifying the City's strengths, weaknesses, opportunities, and threats. A copy of the meeting handout is available on the Comprehensive Planning page of the City website. The next meeting is scheduled for Thursday, April 20. Capital Improvement Plan Committee — The Committee met on March 28th for orientation and to view Fire and Public Works equipment and building requests. The next Committee meeting is scheduled for May 4. At this meeting the Committee will be reviewing the existing conditions at the community building, roads, sewers, and parks. Based on the tentative work plan, the Committee will be reviewing previously approved projects, identifying and developing information for new projects, examining alternatives, and developing project request forms at a May 25 meeting. If the Parks & Rec Committee has additions, changes, or deletions from what is shown on the attached, you should work with Adam so that he can get that information submitted for consideration. City -owned Park land —The 2006 Parks, Trails, Open Space and Recreation plan provided an update to the City's parks and identified issues, opportunities, goals, and strategies. Lilleskogen was not a City park at that time; however, the 2008 park restoration plan provides future direction for that location. Beyond these there are 3 other parcels that the City has acquired by subdivision requirements or by tax forfeiture and are not in the 2006 inventory and, consequently, have not been looked at for potential futures uses. Information on those parcels is attached to this report. The outlot was deeded to the Township as a park area. CITY OF SCANDIA SUMMARY OF CITY -OWNED PARCELS NOT BEING UTILIZED AS PARKS 4.39 acres — Orwell Circle — lot on west side of cul-de-sac The Township received a state deed to the property in 2004 stating that the property would be used for public use. The property was conveyed to the Township free of charge on the condition that the property would revert to the State of Minnesota if the property was not put to public use or if that use stopped. CITY OF SCANDIA SUMMARY OF CITY -OWNED PARCELS NOT BEING UTILIZED AS PARKS 2.77 acres — Odell — in Wyldewood Acres Subdivision The 2004 development agreement required the developer to pay park dedication fees and to dedicate to the public the park shown in the plat; however, the developer did not dedicate the property to the City. The developer and homeowner association did not pay the property taxes on this parcel and the land was conveyed to the City by the State free of charge with the notation that the City demonstrated that it was entitled to the property before the forfeiture.
