Re: Resolution 03-31-26-01 – Authorizing Submittal of Department of Natural Resources Outdoor
Recreation Grant
At the November 18, 2025, City Council meeting the Scandia Heritage Alliance asked the City to apply for
a Department of Natural Resources Outdoor Recreation Grant for the construction of the splash pad.
The grant would cover 50% of the construction costs, with the SHA committing to funding the other
50%. The application is due by 11:30 p.m. on Tuesday, March 31, 2026. Approval of the attached
resolution is required as part of the submittal. I will update this agenda item with the completed
application once the SHA sends it over on Monday.

A RESOLUTION AUTHORIZING SUBMITTAL OF A DEPARTMENT OF NATURAL RESOURCES
OUTDOOR RECREATION GRANT
BE IT RESOLVED that the City of Scandia act as legal sponsor for the project contained in the
Outdoor RecreaƟon Grant applicaƟon to be submiƩed on 31/03/2026, and that Kyle Morell, City
Administrator is hereby authorized to apply to the Department of Natural Resources for funding
of this project on behalf of the City of Scandia.
BE IT FURTHER RESOLVED that the applicant maintains an adequate Conflict of Interest Policy
and, throughout the term of the contract, will monitor and report any actual or poten Ɵal
conflicts of interest to the State, upon discovery.
BE IT FURTHER RESOLVED that the City of Scandia has the legal authority to apply for financial
assistance, and it has the financial capability to meet the match requirement (if any) and ensure
adequate construcƟon, operaƟon, maintenance and replacement of the proposed project for its
design life.
BE IT FURTHER RESOLVED that the City of Scandia has not incurred any development costs and
has not entered into a wriƩen purchase agreement to acquire the property described in the
Cost Breakdown secƟon on this applicaƟon.
BE IT FURTHER RESOLVED that the City of Scandia has or will acquire fee Ɵtle or permanent
easement over all the land described in the boundary map or recreaƟonal site plan included in
the applicaƟon.
BE IT FURTHER RESOLVED that, upon approval of its applicaƟon by the State,
The City of Scandia may enter into an agreement with the State for the above-referenced
project, and that the City of Scandia cerƟfies that it will comply with all applicable laws and
regulaƟons as stated in the grant agreement including dedicaƟng the park property for uses
consistent with the funding grant program into perpetuity.
NOW, THEREFORE BE IT RESOLVED that <TITLE OF AUTHORIZED OFFICIAL> is hereby authorized
to execute such agreements as necessary to implement the project on behalf of the applicant.
