Dear Mayor and Members of the Council:
Scandia Heritage Alliance (“SHA”) appreciates the willingness of the City to submit a grant
request under the Minnesota Department of Natural Resources (“DNR”) Outdoor Recreation Grant program (the “Grant”) for Water Garden Play Area construction in connection with WATER TOWER BARN SCANDIA Arts and Heritage Center (the “Project”). This area will entail
facilities consistent with the water education focus of the Project, including a “splash pad” and “kid’s play stream” (both features have proven very popular in similar amenities). SHA
has already received several private pledges for the match (the “Match”) for this Grant, including a lead gift of $50,000 from Security State Bank plus a $5,000 donation from Osceola Medical Center Foundation. SHA commits to providing the full Match requirement
for this Grant in accordance with applicable DNR requirements.
This letter of commitment constitutes the binding contractual obligation of SHA for the contribution and use of funds for the Grant match. SHA further acknowledges there has been good and valuable consideration for SHA’s commitment, including the agreement
by the City to seek the Grant and the agreement of the parties to use the Grant funds for this Project enhancement. SHA agrees that within the timeframe to demonstrate Match
funding availability under the DNR Grant program, SHA will deposit the funds with the City to be used exclusively for the Water Garden Play Area enhancement and other Grant eligible purposes. The City and SHA will construct these facilities using a process parallel to the
process in the Lease/Use Agreement for the Project construction, and in full accord with all DNR Grant requirements.
