Re: City Volunteer policy
Background: Last year there was considerable Council discussion regarding insurance for volunteers
for the Olgilvie pollinator planting project and subsequent discussion at the Parks and Recreation
Committee regarding utilizing volunteers. At the June work session the Council recommended
looking at establishing a volunteer policy.
A draft of a policy have been prepared for review by the Council with a mission to enhance
Scandia's quality of life by encouraging citizens to volunteer.
The draft policy provides direction on the following:
• Volunteer rights and responsibilities
• Service at the Discretion of the City — there is no guarantee of work
• Scope of Volunteer Involvement —where can volunteers be utilized
• Recruitment- including minors
• Court ordered community service
• Volunteering by city employees
• Eagle Scout projects — there is currently a Parks & Recreation policy that
addresses these efforts
• Site supervision
• Documentation of volunteer work
• Access to City property and materials — At no time shall a volunteer operate City
vehicles.
• Use of power tools and motorized equipment
• Safety and welfare of volunteers
• Insurance — City's current policies provide for liability and workers compensation
coverage for volunteers
• Volunteer recognition and recruitment
