Re: Expiring term on the Carnelian -Marine -St. Croix Watershed District
Background: Washington County has sent a letter informing the City that the term of office for Eric
Lindberg, Stillwater, with the Carnelian -Marine -St. Croix Watershed District, will expire on June 21, 2017.
The County Board makes the appointments to the Board based on lists submitted by the municipalities
within the watershed boundaries. See the attached letter. If the City wishes to submit a list of nominees
for consideration or wish the incumbent to be considered for reappointment, that information will need
to be submitted to the County prior to April 24, 2017.
Issue: Does the City wish to solicit nominees for a list to be submitted to the County and / or does
the City wish to recommend consideration of Eric Lindberg's reappointment.
Proposal Details: Based on previous vacancies, a draft letter seeking nominees is attached. The
letter provides for submitting an application to the City by April 13 for consideration at the April 18
City Council meeting.
Options: The action item is whether to seek additional nominees for consideration. Any action on
the nominee list or recommendation for reappointment will be on the April 18 City Council meeting
agenda

The term of office for Eric Lindberg, Stillwater, with the Carnelian -Marine -St. Croix Watershed
District, will expire on June 21, 2017.
State statute provides that the County Board will select watershed district managers from lists of
nominees submitted by the municipalities that are wholly or partially in the watershed district. The
list must contain at least three nominees for each manager's position to be filled. The list must be
submitted to the County at least 60 days prior to the expiration of the term of office of a manager.
If no list is submitted or if the list is not received 60 days prior to the manager's term of office
expiring, the County Board will then proceed to appoint a manager through its open appointment
process. In either event, the County Board shall make its appointment 30 days prior to the term
expiration.
If you wish to submit a list of nominees for consideration or wish the incumbent to be considered
for reappointment, your joint or separate list should be sent to me prior to April 24, 2017.
The county's advisory board application form is attached. Please duplicate it as necessary.

The City of Scandia is looking for nominees to fill one (1) expiring term on the
Carnelian -Marine -St. Croix Watershed District board of managers. State statute provides
that the County Board will select watershed district managers from lists of nominees
submitted by the municipalities that are wholly or partially in the watershed district.

Watershed districts are a special purpose local unit of government establis ed to anage
water resources. Their boundaries transcencity and county boundaries and are
determined by the natural boundaries of the watershed. The arnelian-Marine- roix

on St.Croix, May and Stillwater tow hips.
