City of Scandia Parks and Recreation Committee Monday, April 6, 2026
A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and
Zoom. Present: Greg Zauner (Vice-Chair), Kathy Sanville, Amy Shattuck, and Laura Weber. Absent: Dustin
Hegland. Also Present: Kirsten Libby (City Council), Kyle Morell (City Administrator) and Brenda “Bee” Stignani
(Office Assistant). Zauner called the meeting to order at 6 pm. A quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Zauner requested moving item 7.c.i up on the agenda to follow item 4, approve minutes. Sanville motion to
approve the amended agenda, Shattuck, seconded. Motion carried unanimously.
APPROVAL OF MINUTES
Zauner called for any additions or corrections to the March 2, 2026 minutes. No additions or corrections were
submitted. The minutes stand approved as documented.
NEW BUSINESS
Activities for Senior Populations - Fitness Instructor Adrienne Peppia
Zauner invited Peppia to present a request to offer free one-hour fitness classes for seniors in the Community
Center. Peppia requested minimal space to store some equipment after giving a brief history of her experience
and vision of classes that would use bands, balls, weights in two chair fitness classes twice a week as a starting
point. Past participants in Peppia’s classes have all been women, but are not closed to men. Discussion revealed
the need for volunteers to provide their own liability insurance. Staff will provide the minimum requirements
so Peppia can come back with a refined request. Staff confirmed “senior activities” are in the policy to waive
the renters’ fees if there is a volunteer who would organize opportunities such as this, as Scandia can provide
the space as it is available on the reservation calendar. Zauner pointed out all how events need a volunteer to
champion the cause or the program will end. For instance, the PRC hosts a Pickleball tournament at Taco Daze.
The past champion is willing to train a new volunteer this year, but this is his last time.
REPORTS
Chair Report
No official report, will provide comments as progressing through the agenda.
Public Works Report
Morell presented the Public Works written report outlining the Vinterfest expense information with the intent
to allow committee members to have these details in advance of a discussion at a future meeting. Zauner
questions equipment hours– and would like clarification of what is being covered. Zauner asked if the city could
hire someone for the Zamboni at Vinterfest as a savings over OT hours of Public Works employees and asked for
a comparison of staff time for other community events, like Taco Daze. Morell requested specific questions be
held until Fischer is present for a detailed discussion.
OLD BUSINESS
Master Plan Capital Plan Project Discussion
Zauner noted the Forest Lake High School industrial shop class is constructing the coffee kiosk for Scandia
Heritage Alliance, and asked if the city could ask the same group to build a different building at Wayne Erickson
to accomplish another goal on the Park’s Master Plan at a reduced cost. Morell will inquire. Morell presented
the staff report on Capital Improvement Projects. The next step is for the committee to make recommendations
to the CIP committee. In turn, the CIP committee will make recommendations to Council in July for their first
review of the potential projects to fund via tax levy. Discussion included examples of projects drawn up 30 years

ago that are still not funded, the process of major projects completed in the last three years, and the need to
have numbers now of cost estimates to be considered in the 2027 budget. Zauner requested numbers for a
pavilion large enough for a simple design to cover 6 picnic tables at Lilleskogen Park from staff. Morell confirmed
the Gateway Trail and the SHA Water Tower Barn projects are not funded through Park Funds.
Earth Day Toy Swap Recap
Zauner reported less toys were brought in by children as compared to last year, but many puzzles. Breakfast
attendees who asked to bring donations later in the week were encouraged to mark their calendars for the same
event in 2027. Four boxes were donated to the local thrift store. Discussion included considering more
aggressive advertising, allowing donation drop offs prior to the event, and maintaining a small station for a puzzle
exchange like the current library.
Add other Earth Day Event Idea Discussion
Staff included an abbreviated article from the Earth Day activity suggestions from Weber in the Spring
Newsletter. Shattuck submitted photos to accompany social media postings with the same material. Further
discussion directed staff create a dedicated Earth Day page under the Parks page on the city’s website.
PRC Operational Calendar
Zauner requested all committee members prepare suggestions of projects to consider to the May PRC meeting
as prioritized in the Parks Master Plan, unless advocating to hold off spending to save for larger projects. Sanville
suggested adding the information of completed projects to demonstrate progress to the Parks Master Plan. All
agreed that updates to the Parks Master Plan should not delete completed projects. Further discussion included
Shattuck volunteering to approach Maklin Bike Shop with a request to consider offering Bike Fix-It Clinics in
partnership with Scandia’s PRC. Morell reported the Tourism Committee is investigating the possibility of
organizing a 30-mile bike ride to start and end in Scandia on September 26, 2026.
NEW BUSINESS
Scandia Farmers Market Community Table
Zauner called for volunteers to staff the community table at one of the Scandia Farmer’s Market events as
outlined in the communication from Lynne Moratzka. Libby serves on the SFM board and signed PRC up on July
8th with the free watermelon provided by the SFM board special event. Sanville volunteered to staff the table,
Zauner asks other committee members to consider supporting her if possible.
Children’s Story Path – story board stands discussion
Staff prepared a written report; Zauner asked for a volunteer to fill the story stands year-round. Shattuck
volunteered and staff will follow up with the school on the status of new stories.
Activities for Senior Populations
Weber asked PRC to consider offering activities such as puzzles, meals, and games to people 55 and over
modeled like a senior center. Morell stated Scandia could make space available but does not have staff to
organize events or activities like neighboring communities.

Motion to adjourn the meeting by Sanville, seconded by Shattuck. Motion carried unanimously. The meeting
