03-31-2026 Work SessionMarch 31, 2026 A Special Work Session meeting of the Scandia City Council was held on the above date. The meeting was conducted in the Council Chambers at the Scandia Community Center and over an electronic platform. All participants who joined the meeting remotely could hear each other and contribute to discussions. Mayor Steve Kronmiller called the meeting to order at 6:30 p.m. The following were present: Council members Jerry Cusick, Jim Gribble, Kirsten Libby, and Mayor Steve Kronmiller. Staff present: City Administrator Kyle Morell. APPROVAL OF THE AGENDA Gribble, seconded by Libby, moved to approve the agenda. Motion carried unanimously. RESOLUTION 03-31-26-01 – AUTHORIZING SUBMITTAL OF DEPARTMENT OF NATURAL RESOURCES OUTDOOR RECREATION GRANT At the November 18, 2025, City Council meeting, the Scandia Heritage Alliance asked the City to apply for a Department of Natural Resources Outdoor Recreation Grant for the construction of the splash pad. The grant would cover 50% of the construction costs, with the SHA committing to funding the other 50%. The application is due by 11:30 p.m. on Tuesday, March 31, 2026. Approval of the attached Resolution 03-31-26-01 is required as part of the submittal. Libby, seconded by Gribble, moved to approve Resolution 03-31-26-01, Authorizing Submittal of DNR Outdoor Recreation Grant. Motion carried unanimously. CONSIDER NOMINATIONS OF CARNELIAN MARINE-ST. CROIX WATERSHED DISTRICT BOARD OF MANAGERS The City has been notified that the terms of office for Ann Warner, Victoria Dupre, and Michael White with the Carnelian Marine St. Croix Watershed District expire on June 21, 2026. At this time, managers Ann Warner and Victoria Dupre have submitted their applications and are seeking reappointment. Minnesota Statute 103D.311 provides that the County Board will select Watershed District Managers from a list of nominees submitted by the municipalities that are wholly or partially within the Watershed District. The list must contain at least three nominees for each manager's position to be filled. The statute directs the County Board to appoint managers to fairly represent the various hydrologic areas within the Watershed District by residence of the manager appointed. If no list is submitted, the County Board will then proceed to appoint a manager through its open appointment process. Five Scandia residents have applied to Washington County for consideration of appointment and have asked for endorsement by the City Council: Eric Boyles, Sam DiVita, Kimberly Hough, Mark Marotzke, and Bret Maidl. The Council can recommend all applicants or choose to interview candidates before making a recommendation. Councilmember Libby would like to interview candidates to see how they view the responsibility of being on a Board with levy authority. Councilmember Gribble agreed that the candidates should be interviewed.
