04. Special Assessment Abatement Resolution1 Staff Report Date of Meeting: May 6, 2026, City Council Meeting To: Mayor and City Council From: Kyle Morell, City Administrator Re: Special Assessment Abatement Background: At the November 2025 City Council Meeting, the Council approved special assessments on properties in the City. The City now needs to remove a special assessment from a property in the City that was incorrectly assessed. 1) 27.032.20.22.0001 – Delinquent solid waste assessment of $724.10 – The property was incorrectly assessed for delinquent services Attachments: 1) Resolution 05-06-26-02 Assessment Abatement Resolution 2) 27.032.20.22.0001 Special Assessment Abatement Form CITY OF SCANDIA RESOLUTION NO. 05-06-26-02 AUTHORIZING THE ABATEMENT OF SPECIAL ASSESSMENT FOR PARCEL 27.032.20.22.0001 WHEREAS, the City of Scandia (“City”) has received an Application for Abatement of Special Assessments from Washington County’s Taxation Division requiring a City resolution in support of abatement of a certified special assessment; and WHEREAS, the City Council finds it appropriate to consider abatement of a certified special assessment for the parcel identified as follows: PID: 27.032.20.22.0001 Property Address: 13451 Mayberry Trail N. (“Property”); and WHEREAS, the City Council has reviewed the parcel-specific information submitted by or on behalf of the Property owner, together with staff findings and supporting documents, and has determined that abatement of all of the certified special assessments for the parcel is warranted under the circumstances; and WHEREAS, the City Council intends that this resolution will be submitted to the Washington County Taxation Division as the City’s certification of the abated amount for the identified parcel, so that the County may process the abatement in accordance with its procedures. NOW, THEREFORE, BE IT RESOLVED by the City of Scandia that the City approves the abatement of the special assessment.
