A work session meeting of the Scandia City Council was held on the above date. The meeting was
conducted in the Council Chambers at the Scandia Community Center and over an electronic platform.
All participants who joined the meeting remotely could hear each other and contribute to discussions.
Mayor Steve Kronmiller called the meeting to order at 6:30 p.m. The following were present: Council
members Jerry Cusick, Kirsten Libby, and Mike Lubke over Zoom, and Mayor Steve Kronmiller. Staff
present: City Administrator Kyle Morell.
APPROVAL OF THE AGENDA
Libby, seconded by Cusick, moved to approve the agenda with the addition of office closures at
the end of the meeting. Motion carried unanimously.
LAKES AREA CENTER FOR YOUTH
Tim Cryer, Executive Director of Lakes Center, presented to the Council on the Center and the programs
it offers for youth in our area. The Center has been in operation for 50 years and serves Washington,
Anoka, and Chisago Counties. Primary clients are youth under the age of 18. Cryer thanked Scandia for
the support over the many years.
NORTHERN NATURAL GAS RESOLUTION EXTENSION - RESOLUTION 05-06-26-01
The City approved two resolutions as part of a variance allowing the subdivision of property to create
nonconforming lots for the installation of a natural gas substation. The approved resolutions required
the subdivisions to be completed one year after the variance's approval, which was in February 2025.
The applicant is requesting an extension on the completion of the subdivisions. Resolution 05-06-26-01
extends the completion deadline to September 1, 2026.
Cusick, seconded by Libby, moved to approve Resolution 05-06-26-01. Motion Carried
Unanimously.
SPECIAL ASSESSMENT ABATEMENT -RESOLUTION 05-06-26-02
Parcel 27.032.20.22.0001 was incorrectly assessed for the solid waste and recycling service that they did
not receive. A resolution is needed to abate the assessment.
Lubke, seconded by Libby, moved to approve Resolution 05-06-26-02. Motion Carried
Unanimously.
PLANNING MEMO PROPOSED ZONING MAP AMENDMENT – BIG MARINE LAKE LOTS
The City received a variance application for the construction of a dwelling that would encroach into the
side yard setback on a riparian lot on Big Marine Lake. After reviewing the application, staff believes
the most appropriate action would be to re-zone the property and those around it. The properties in
question meet all the standards of properties within the Rural Residential – Neighborhood, but are
currently zoned Rural Residential – General. Rezoning the parcels would eliminate the need for a
variance for side-yard setbacks.
Libby, seconded by Cusick, motioned to move the proposed rezoning to the Planning Commission
for a public hearing. Motion Carried Unanimously.

PLANNING MEMO RURAL RESIDENTIAL NEIGHBORHOOD DIMENSIONAL
STANDARDS
City Planner TJ Hofer has drafted a memo to the Council highlighting inconsistencies between the Rural
Residential – Neighborhood UDC standards and the parcel standards in the City’s Shoreland Ordinance.
Staff is recommending that the two documents use the same standards, or that one reference the other's
standards. Libby asked to ensure the UDC guides the Shoreland language.
Libby, seconded by Cusick, motioned to move the dimensional standard discussion to the Planning
Commission for a public hearing. Motion Carried Unanimously.
REGULAR CITY COUNCIL MEETING TIME
Councilmember Libby asked if the regular City Council meeting, which begins at 7:00 p.m., could be
moved to 6:30 p.m., similar to the Work Session and most other City committee meetings. The time of
the City Council meetings is set by ordinance and would require an ordinance amendment to change.
Council decided to post a notice for a public hearing on the proposed time change to gauge public
opinion.
OFFICE CLOSURES
The City Office may be without power and water on Thursday, May 7. If that occurs, the office might
close for the remainder of the day if generators are not available to keep the computers and internet
online. Additionally, the City office will be closed on Friday, May 29. The Administrator has been
scheduled as the only staff member in the office that day, but must leave town for a funeral and will not
be available. Notice of the closure will be posted at City Hall, on the City’s website, and on our social
media pages.

Lubke, seconded by Cusick, moved to adjourn the meeting. Motion carried unanimously.
