City of Scandia Parks and Recreation Committee Monday, May 4, 2026
A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and
Zoom. Present: Greg Zauner (Vice-Chair), Dustin Hegland, Kathy Sanville, Amy Shattuck, and Laura Weber.
Also Present: Kirsten Libby (City Council), and Kyle Morell (City Administrator.) Zauner called the meeting to
order at 6 pm. A quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Hegland motion to approve the agenda, Sanville, seconded. Motion carried unanimously.
APPROVAL OF MINUTES
Zauner called for any additions or corrections to the April 6, 2026 minutes. No additions or corrections were
submitted. The minutes stand approved as documented.
REPORTS
Chair Report
Zauner provided a written report, adding that Adrienne Peppia has not responded yet to follow up messages
about offering senior exercise class at the community center.
OLD BUSINESS
Master Plan Capital Plan Project Discussion
All consented to table discussion until June.
Senior Activities Discussion
No response yet from Peppia as noted in the Chair Report. Weber asked how to go about hosting a Senior Open
House, or other event, to see what people might be interested in being offered. Zauner suggested asking
residents at the Farmers Market on July 8th, National Night Out PRC table, and contacting the Lions Club to
present at one of their meetings. Staff added notices of classes or activities are included in the bi -annual
newsletter, and posted on all social media in addition to contacting past partici pants.
PRC Operational Calendar
Zauner noted that the Earth Day recap was summarized last month at the toy exchanges and that the Parks CIP
will be in June.
NEW BUSINESS
Capital Improvement Committee – PRC representative nomination
The PRC has a spot on the Capital Improvement Committee, previously the past chair has attended on behalf o
the committee. All consented to Shattuck attending as the PRC representative.
Vinterfest Discussion
Fischer outlined Public Works’ cost for preparation, work during, and clean up at Vinterfest. Staff cost is
estimated to be $11,201.02 for 2026. Sanville questioned the button contest and product. Zauner confirmed it
is not difficult to collect student submissions or manage the sales/restock of the buttons at local businesses.
Zauner questioned Public Works’ time spent on preparing the ice rinks which Fischer affirmed it is necessary and
the report for Vinterfest cost does not include routine ice rink maintenance time nor has staff been successful
to hire a Zamboni driver. Weber questioned if the cost of an event that is weather dependent is a good use of
funds. Zauner stated that two individual events were canceled, but all other events moved indoors or happened
as scheduled in 2026. Weber asked how the Minnesotan tournament benefited Scandia if most people

participating and watching were not from this community. Perhaps Vinterfest could focus on other events and
ask the Minnesotan to host their own event on a different day and be a renter of the city facilities like others.
Zauner explained how the city already partners with the church and Gammelgarden for indoor events and many
are indoors and the hockey tournament is one event.
Event Cost Discussion
Staff provided a Taco Daze cost breakdown of the city’s expense for the Lions Club event.

Motion to adjourn the meeting by Hegland, seconded by Shattuck. Motion carried unanimously. The meeting
adjourned at 6:45 p.m.
