Re: Olinda Trail Pedestrian Crossing
Request to Authorize Preparation of Plans and Specifications
Dear Mayor and Council:
Based on ongoing discussions with City Staff and Washington County, an Olinda Trail pedestrian
crossing north of the 209th Street Intersection has been approved. In order to receive the best
pricing for this work, we request that the City Council authorize the solicitation of quotes for this
project. The project scope includes the following (and can be seen in the drawings at the end of
this report):
• Removing and replacing concrete curb and gutter both east and west of Olinda Trail N.
• Removing and replacing existing concrete sidewalk with new pedestrian curb ramps.
• Installing Washington County approved crosswalk blocks.
This project will promote walkability and connectivity between Gammelgarden, the Water
Tower Barn Project, and Scandia’s downtown. The anticipated total cost for this project is
$50,000.00.
The anticipated project schedule is as follows:
Authorize Solicitation of Quotes May 19, 2026
Receive Quotes June 10, 2026
Consider Contract Award at City Council Meeting June 16, 2026
Construction July - September 2026

NOTES:
1.ADVANCED NOTIFICATION SIGNAGE IS REQUIRED TO BE PLACED AT EACH
END OF THE STREET 7 DAYS PRIOR TO THE START OF CONSTRUCTION.
2.THE CONTRACTOR SHALL PROVIDE ACCESS FOR RESIDENTS AND DELIVERY
PERSONNEL AT ALL TIMES DURING CONSTRUCTION.
3.ALL TRAFFIC CONTROL DEVICES SHALL CONFORM AND BE INSTALLED IN
ACCORDANCE WITH THE LATEST EDITION OF THE MN MUTCD.
4.ALL TRAFFIC CONTROL DEVICES SHALL HAVE RETROREFLECTIVE SHEETING.
5.THE CONTRACTOR SHALL FURNISH, INSTALL, MAINTAIN AND REMOVE ALL
TRAFFIC CONTROL UPON COMPLETION OF WORK.
6.THE CONTRACTOR WILL BE REQUIRED TO REMOVE STRIPING AS NEEDED
PRIOR TO COMPLETING THE CROSSWALK ON OLINDA TRAIL N (CSAH 3).
ALL STRIPING REMOVAL COSTS SHALL BE INCLUDED IN THE UNIT PRICE BID
FOR CROSSWALK INSTALLATION
7.THE CONTRACTOR WILL BE REQUIRED TO FLAG CONSTRUCTION
OPERATIONS, AS DIRECTED BY THE ENGINEER ON ALL COUNTY STREETS.
