INTERNET ACTION COMMITTEE
MINUTES
Thursday, March 19, 2026, 6:30 p.m.
Scandia Community Center, 14727 209th Street North
Attendance: Chair Bob Wilmers, Vice-Chair Patti Ray, John Carney, and Stephen Bradley. Absent,
Will Perry
Also in Attendance: City Administrator Kyle Morell, Elly Burroughs and Tim Ramler with Midco.
Call to Order – Chair Wilmers called the meeting to order at 6:31 p.m.
Approval of Agenda – Motion by Ray, seconded by Bradley, to approve the agenda. Motion
carried 4-0.
Approval of Minutes –The November 20, 2025, meeting minutes were approved on a motion by
Perry, seconded by Wilmers. Motion Carried 4-0.
Public Comments – None
Midco Update
Elly stated Midco’s Round 10 Border 2 Border grant construction will begin at the end of April, weather
permitting, with the plan to complete the project by July. Service should be available to residents at that
time. Pre-registration will be available soon. Homes that pre-register for service will be connected
during construction. Midco will communicate directly with residents prior to and during construction to
keep them informed of progress. Wilmers asked about contract buyout services for residents who are
currently under contract with another internet provider. Elly stated she is aware of programs that have
run in the past, but is not sure if contract forgiveness will be available with this project.
Outreach to Infill Properties
Midco is finalizing the Round 4 Line Extension Grant award. Three addresses in Scandia received
funding for this round. Hook-up will be completed before the end of the year. Midco will apply for
Round 5 Line Extension Funds in the spring. All of the addresses included in these applications are on
the City’s infill list.
Items for Future Discussion – The following items are scheduled for discussion at the next meeting.
Wilmers stated that with the construction scheduled for this summer, the Committee is at the
conclusion of a project that began 7 years ago.

Carney asked about updating the old coax cable. Elly stated that Midco is going through a
system-wide coax update over the next couple of years. She will see if she can share the plan
with the Committee.

Adjournment – Motion by Ray, seconded by Carney, to adjourn the meeting at 7:15 p.m. Motion
Carried 4-0.
