Staff Report Staff Report
Date of Meeting: May 26, 2026
For: EDA President Kronmiller and Board members
From: Kyle Morell, City Administrator
Subject: Staff Report
Housing Development Discussion
We will continue our housing discussion from last month. I have included the memo from City
Planner Greenlee Dahle for reference. There were a couple of topics the Board wanted the City
to provide more information on, which I will detail individually below.
Accessory Dwelling Units
The Board had questions about the City’s allowance of Accessory Dwelling Units. I have
included the City’s standards for ADUs. The City has approved approximately 10 ADUs in the
three years I have been with the City.
Agricultural Core Zoning District Lot Dimension Standards
The Board asked to discuss the lot dimension standards in the Ag-Core zoning district.
Currently, lot size limits are between 2 and 5 acres, OR more than 20 acres. I believe Mayor
Kronmiller can speak as to why this standard was put into place when the UDC was revised in
2022.
Scandia Cottages
I reached out to the Washington County CDA about the history of the Cottages. Unfortunately,
no one at the CDA was around when the Cottages were built. Melissa Taphorn, the CDA
Director, said she would look into this and get back to me. I followed up with her on Friday,
May 22, but have not heard back.
Business Breakfast
The EDA is taking back responsibility for planning and hosting the business breakfast event,
which the Tourism Committee has hosted since the EDA stopped meeting in 2022. This Board
wanted to discuss the planning of these events again. I believe the breakfasts were held quarterly
in the past.
