10.a Renaming Half Breed Lake{ SCANDIA Staff Report Date of Meeting: April 18, 2017 To: City Council From: Neil Soltis, Administrator Re: Renaming Half Breed Lake Background: The Washington County Board tabled discussion of renaming Half Breed Lake to Sylvan Lake until their May 91" County Board meeting. The county sent a letter (copy attached) to the residents surrounding the lake and to city officials informing them of an opportunity to provide additional input on April 12, 2017 at 6 p.m. at the Headwaters County Service Center and establishing a timeframe for the submittal of petitions to the County regarding the name change. Any suggested names need to be forwarded to the County Board in the form of a petition by April 17, 2017 to provide the city councils in Forest Lake and Scandia an opportunity to review suggested names prior to the county board hearing on May 9, 2017, petitions would need to developed and submitted to the county by April 17, 2017. Issue: Does the City Council have a recommended name for Half Breed Lake? Proposal Details: Due to the deadline for submitting petitions to the County, any petitions received before the agenda is posting will be attached. Any additional petitions submitted will be presented at the City Council meeting. While the lake has been commonly referred to by residents as Sylvan Lake for some time, the official name in the DNR and US Geological Services records is Halfbreed Lake. A petition to change the name officially to Sylvan Lake was signed by 17 residents and was received by the county in December. The City Councils in Scandia and Forest Lake both adopted motions recommending the change. A first public hearing was held on January 24, 2017 to consider the petition. A second public hearing was held on March 14, 2017 and at that meeting the County Board decided to continue the hearing on May 9, 2017 in order to allow for more public input prior to a decision being made. Multiple public hearings have been held because of the testimony received from residents and the need to ensure proper notification was given to the City of Scandia because the lake lies partially in Scandia and partially in Forest Lake. At the second public hearing there was consensus on the part of the County Board to officially change the name to something other than Halfbreed. There were a number of suggestions made at the public hearing for what that name should be. In order to provide an opportunity for residents around the lake to give additional input, the county will host a meeting on April 12, 2017 at 6 p.m. at the Headwaters County Service Center located at 19955 Forest Road North. The meeting will be held in conference room #_ During the meeting the county will provide information on the discussion to date and ask for input from the residents on the lake and other interested parties. Any suggested names would need to be forwarded to the county board in the form of a petition.
