Re: Pager Donation
Background:
Every firefighter wears a pager that notifies them of emergency calls. These pagers wear out due to the constant
use and changing technology. We have a process of replacing 3 pagers every year to try to stay current and have one
assigned to each member. Currently all paging and communication is completed on 1 frequency so members receive the
page and then can continue to monitor other information like updates on type or severalty of incident or a change in
response needed.
This year the county will be switching to automated paging. With this, alerts will be transmitted on one
frequency and all other communications will be on another. A majority of our pagers are only capable of 1 frequency,
so we were in the process of looking for grants to purchase 17 new pagers.
Through the grant process the city of Woodbury contacted the Washington County Emergency Manager and he
put them in contact with me. After some discussion with Woodbury Assistant Chief Huerta and Woodbury
Emergency Management Coordinator Kyra Stedman they were able to donate 20 of their pagers and charges.
These pagers are one generation old, but will make it so we do not have to purchase a large number of new
pagers at one time. We will still need to keep our 3 year purchasing policy.
Issue:
Should the City Council accept the donation of pagers from the City of Woodbury?
Proposal Details:
We did pick up 20 pagers and chargers. After checking and testing them we have 17 working pagers. And
will put them into our replacement program if approved.
Fiscal Impact:
Accepting the donation will save the city ~$8,000.00 that would have had to be spent to purchase 17 new
pagers..
Options:
(1) Accept the donation of 20 pagers from the City of Woodbury.
(2) Decline the donation.
(3) Decline the donation and purchase 17 new pagers
Recommendation:
Option (1).

RESOLUTION NO. 06-16-26-02
ACCEPTING DONATION OF RADIO PAGERS FROM THE CITY OF WOODBURY
FOR THE SCANDIA FIRE AND RESCUE DEPARTMENT
WHEREAS, the Scandia Fire & Rescue Department has a policy of replacing three radio
pagers every year to stay current with technology; and
WHEREAS, this year Washington County will be switching to automated paging. With
this, alerts will be transmitted on one frequency and all other communications will be on another
frequency. A majority of the pagers are only capable of one frequency, and the department was in
the process of looking for grants to purchase seventeen new pagers; and
WHEREAS, the City of Woodbury was made aware of Scandia’s radio pager need and
have donated seventeen working pagers and chargers to the Scandia Fire & Rescue Department.
These pagers are one generation old, but will alleviate the need to purchase a large number of new
pagers at one time and to continue the three-year purchasing policy for replacement pagers.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA: That it should
and hereby does accept the donation of seventeen pagers and chargers valued at $8,000 from the
City of Woodbury.
FURTHER, BE IT RESOLVED, that the City Council extends its thanks and
appreciation to the City of Woodbury on behalf of all of the citizens of Scandia, for their
generous donation to our community.
