Outline of First quarter
The 15Y quarter of the year has provided a wide variety of call to service. There has been a mix
from attempted burglaries, theft from exterior residence, mail theft, criminal damage to property,
trespassing, theft of services, warrant arrests and many more. Most of these crimes are being called in
after the comp has realized they have been committed. Each one of these crimes can be solved with
more information some which are witnessed by officers out on patrol but most comes from the citizens
that are around the neighborhood or driving by. Leads that are provided are critical in solving these
crimes. Most of the time while canvasing the neighborhood the deputies will get info of a suspicious
vehicle that was in an area but nothing was called when it was seen. Just a reminder for residents that
see anything out of the ordinary should call the Washington County Sheriff's Office to report either with
911 or 651-439-9381 non -emergency number.
Vinterfest was a success this year in the aspect of all the crowds were respectful and no issues
were had at any of the festivities. There was a call for theft of money that was missing from one of the
building. These were proceeds that were supposed to have gone to the next year's event or get donated
after the event. There were no leads on when the money was taken and who was involved. If there is
any info that is known about this case please call the WCSO with info.
ATV Rules in Washington County are different than most Counties in the state. I frequently get
asked about what can and cannot be ridden on which roads. Info will be provided an outlines with the
basic rules when operating an off highway vehicle in the city of Scandia. The kinds of off OHV are as
follows, Class 1 ATV- tire width of less than 50in (normal ATV), Class 2 ATV -tire width of 50in to 65in
(Normally side by side), OHM- off highway motorcycle (dirt bike), ORV — Off Road Vehicles.
On State highway rules are as follows. It is illegal to operate a class 1 or 2 ATV in the inside
slope, shoulder or roadway of State Hwy which would be Hwy 97/95 in Scandia. Class 2 ATV may
operate on the ditch bottom or extreme right side of right-of-way. Class 1 ATV must have a steering
wheel, seat belt and roll over protection to operate like a Class 2 ATV along current registration.
On City Roads- Follow the rules of the State Highways except Class 1 and 2 ATVS are allowed to
ride on the furthest right side of the shoulder or the roadway following all traffic laws and yielding to all
vehicles. Any ATVS OHM cannot be ridden on city property, city sidewalks or city parks.
On any County road Ordinance # 168 makes it illegal for anyone to recreationally use a ATV in
the road right of way. The county specifies an ATV not by Class 1 or 2 but by — ATV = motorized vehicle
with flotation tires with not less than 3 or more than 6 tires with an engine size of less than 800 cc and
total dry weight of less than 900 lbs. This does not mean for agg use or crossing the county road. Further

Any Off highway Motorcycle can only be operated on private property and not in the road right-
of-way of any road. There are no OHM trails in Washington County. Further state regulation for all off

Also I wanted to say that the DARE program at the Scandia Elementary school just completed
another year with the 6th grade class. Graduation was held on 4-13 with a great turnout with having the
Mayor and Sheriff speak to the graduating class. Another great year teaching the kids of Scandia how to
make good choices as they grow throughout their life. Also being able to build those great relationship
with the children at the school with Law Enforcement. Thanks again for allowing this program to
continue.
