CITY OF SCANDIA
INTERNET ACTION COMMITTEE
MINUTES
Thursday, May 21, 2026, 6:30 p.m.
Scandia Community Center, 14727 209th Street North
Attendance: Chair Bob Wilmers, Vice-Chair Patti Ray, John Carney, and Stephen Bradley. Absent,
Will Perry
Also in Attendance: City Administrator Kyle Morell.
Call to Order – Chair Wilmers called the meeting to order at 6:30 p.m.
Approval of Agenda – Motion by Ray, seconded by Carney, to approve the agenda. Motion
carried 4-0.
Approval of Minutes –The March 19, 2026, meeting minutes were approved on a motion by Ray,
seconded by Bradley. Motion Carried 4-0.
Public Comments – None
Midco Update
Morell presented an email from Midco Central Construction Manager Hayden Lemoureux, stating that
the Border 2 Border grant construction is scheduled to be completed by mid-October. This date is later
than the March update, which had project completion in July. The delay could be due to railroad
permitting. Midco will engage each property owner who pre-registered for service to help identify
hazards in their yard prior to connection.
Scandia Community Fun Day Event – August 19
More than 20 stories have already been collected. Ray will work with the City’s Parks and Recreation
Committee to narrow down to the eight stories that will be voted on during the August event. The event
will be held at the Community Center, not Lilleskogen, as part of the Farmer’s Market and SHA music
series event. Patti will purchase 500 ice cream bars to be passed out. Patti will ask Midco about an end-
of-project celebration.
Outreach to Infill Properties
Morell presented the remaining list of infill properties. A couple of them are on Midco’s list for service
this summer. At this point, the Committee believes it makes more sense to address these properties on a
case-by-case basis.
