Meeting Minutes
Tuesday, May 26, 2026
Attendance: Council members Steve Kronmiller. Absent Jim Gribble
Also in Attendance: Executive Director Kyle Morell.
Committee Members in Attendance: Jacqueline Chaves, Carolyn Smith, Patti Lange, and Dave
Wilske.
Call to Order: President Kronmiller called the meeting to order at 6:30 p.m.
Approval of Agenda: Motion by Smith, seconded by Chaves, to approve the agenda as
presented. Motion carried unanimously.
Approval of Minutes: The Minutes of the April 28, 2026, Meeting were approved on a motion
by Wilske, seconded by Lange. Motion carried unanimously
.
Housing Development Discussion
Staff recapped the discussion from last month's meeting. The City’s use of Quarter-Quarter
Sections for density determination was discussed. Commissioner Smith stated that using the
Quarter-Quarter section makes no sense and can lead to restrictions on neighbors without their
knowledge. As the City approved the development on a first-come, first-served basis, a
resident's creation of a lot and construction of a house could prevent their neighbor from doing
the same. The Commissioners also discussed the lot size minimums in the Agricultural-Core
zoning district, which are currently between 2 and 5 acres, or more than 20. The probation of lot
sizes between 5 and 20 acres is limiting and restricts subdivision. Commissioner Chaves
suggested adding lot sizes of exactly 10 acres and 15 acres as options; this would ease
subdivision and create more evenly sized lots.
The Commissioners also discussed the City’s use of Accessory Dwelling Units (ADUs) to enable
multi-generational living on the same property. Chaves asked if the City would allow multiple
ADUs on a parcel. Currently, the City does not, but no one has asked that question before;
therefore, it has not been discussed.
Business Breakfast
The Commissioners discussed revising the Business Breakfast that the Tourism Committee had
been hosting in years past. EDA President Kronmiller suggested inviting Tourism Committee
chairman Sue Dickens to our next meeting to offer suggestions on what has worked in the past.
This item will be on the June EDA agenda.

unanimously.
