am not a Scandia resident, but live just across from Scandia in the Town of Farmington. My family
and I have owned property on the St. Croix river for 20 years that includes a town road easement to
the river where small boats are launched from a gravel ramp. So I believe I have relevant experience
with what Scandia is dealing with regarding the improvement of changes to Log House Landing.
I have also been involved with the protection and management of the designated St. Croix River
since the early 1970's as a citizen, employee of the State of Minnesota and National Park Service and
via my volunteer work with the National Parks Conservation Association, The Trust for Public Land
and St. Croix River Association.
This segment of the St. Croix National Scenic Riverway between Osceola and Marine on St. Croix
(about 10 miles) has 5 public accesses - three of which are paved with parking (Osceola, William
O'Brien and Somerset). Plus the Marine landing that is paved but limited parking. As you are aware,
this segment of the Riverway is designated as slow speed zone where motorboats may only create a
minimal wake. There is essentially no enforcement of watercraft speeds. Also in recent years water
levels in this segment of the river have become less predictable in the spring/summer/fall months
(boating season) as a result of climate change.
urge the Scandia Council to not move forward to pave Log House Landing. Boats with trailers have
an option 6 miles north and less than 2 miles south that have adequate facilities for motorboats. That
is better public access than in most segments of the Riverway.
I have also found at our landing (with Osceola and Somerset as options only a few short miles away)
that boats on trailers generally have motors too large for this section of the river. Paving Log House
Landing will encourage additional motorized use of this segment that is more suitable to canoes,
kayaks, small fishing boats and pontoons. And would require considerable investment by Scandia.

Graham Westphal Scandia MN 4/21/2017 1 grew up near the landing and it is rustic and pristine. There
are plenty of other landings up and down the river where
larger boats can enter the water, but the landing is already
perfectly accessible for the hundreds of people that use it
every year. Also, near the landing is a small creek where a
beaver lives. If you are quiet you might may see him swim in
front of the landing. The construction would disrupt the local
wildlife. The landing doesn't need a more developed ramp. It
works fine and the river is prone to rising, so if a ramp were
to be built it would have to be big, which would further ruin
the beauty of the spot. Given all the natural rock formations
and the wildlife, I oppose expanding the ramp. Larger boats
have plenty of other places to launch, why can't Log House
Landing be for the many more smaller vessels? As far as I
know, nobody has complained and nobody will suffer if we
leave the landing as it is.

Everett Myers Marine MN 4/21/2017 1 have grown up using the St. Croix river for canoeing,
kayaking, paddle boarding and pontooning. I enjoy fishing
and floating on the river. All of these activities are in
keeping with the no wake zone rules of the upper St. Croix
River. There is already a developed access for larger
motorized craft less than 2 miles south of Log House landing
at William O'Brien State Park. The annual pass for access to
all state parks is very affordable at $25. The cost to tax
payers to build an expensive concrete ramp would simply be
a subsidy for those not willing to pay for access at the State
Park. Having more access for larger motorized craft also
increases the possibility of introducing invasive species that
would affect the river in a negative way for generations to
come. Please reduce the impact on the river by modifying
the landing to a carry -in no trailers permitted access.
Jim Smith I Forest Lake MN 14/21/2017 1 This stretch of the river is a natural treasure. On the door
step of the metro yet, while not wilderness it offers a very
wild experience of unsurpassed beauty. There are plenty of
lakes and rivers in the area where big powerboats are the
norm. Let's keep this one for the smaller craft. Even though
I am a paddler, I do not object to the smaller motorized
boats, they belong here. The big boats do not. I support the
carry in approach.

My grandfather, George Edmund Ingersoll, bought this land
more than a century ago. My father and his sisters donated
the land to Scandia for the landing some years later, adding
more accessibility for those who didn't want to use O'Brien
State Park a mile downriver. My ancestors, and surviving
descendants wanted the Log House Landing to open the
quiet and mysterious joys of the St. Croix to those who live
and work in Scandia and nearby. That peaceful stretch of
root beer -colored water would be forever marred by a great,
wide slab of concrete and inevitably lost trees. At age 5, 1
learned to swim about 30 yards from the existing landing.
Please leave it alone for future generations by removing the
trap rock and permitting only carry -in. Thank you.

1 do not live in Pine City (the city that auto -filled on this
petition). My family owns the Log House. I have spent
summers there for more than thirty years. The traffic has
grown every year. If that ramp is enlarged it will only make
the conditions worse on the environment. We pay more
than $7000 in property tax every year on the Log House
which should not be used to hurt this scenic river!!!!!

There is an excellent paved ramp for trailers just one mile
downstream, as well as others. Returning this landing to
carry -in will save taxpayer dollars; control erosion; provide
river access for the widest array of users; keep the simple,
natural, rustic character; and respect its historic significance.
If trailers didn't have other good options, I'd hesitate, but
they do. So it's a no-brainer.

1 lived much of my life in Scandia. I now live in Oregon and
daily see the results of thoughtless expansion and lack of
protecting wild areas. Growth doesn't mean cementing
everything. The strength of a rural community and natural
area like the log house landing comes from having the
bravery to create and maintain something that is unique and
enhances the natural setting and encourages thoughtful use
of the resources. People can go anywhere and get concrete
launches, giant roads and expansion. Unless you want to
turn your area into a cookie cutter of natural destruction
and invalidate the unique setting you must act to create
something that not only respects the land but helps you
stand out as not just another crowded, ugly, noisy bit of
urban sprawl. Minnesota was a leader in understanding the
value of what nature offers. Here in Oregon we have
polluted rivers, crowded endless concrete launches filled
with trash, pollution and noise. Did you know there are no
turtles in the Western Willamette river because of the
careless and destructive expansion? Don't destroy the value
you have for short term gain.

This is a historic landing on a wild and natural river and
would be a shame to overdevelop with a wide concrete
drive. There is a full-service boat launch available to the
public less than 5 minutes from the log house landing at
William O'Brian State Park, the most appropriate location for
larger boats. In addition, I am against my city (Scandia) using
scarce funds to build a paved boat launch when one already
exists nearby.

Dear Mayor and City Council Members -
We'd like to add our voices to those expressing a preference for the carry -in option. We honestly don't want
to deny our neighbors who bring down their fishing boats via trailer, but I don't see how we're justified
spending the money on the concrete option when there is a beautiful landing for trailered boats only two
miles away. There are so many features of this landing that make an elaborate concrete project impractical
and it would be a shame to see it's historic and natural character ruined. We also think the carry -in option is
most in line with supporting the National Scenic River which is a huge asset for our town and our state.

Dear Mayor Maefsky and City Council Members;
Thank you for your careful deliberation re: Log House Landing. Everyone is no doubt tired of the discussion
and wants to make it go away. Taking the time to continue to fully evaluate the situation is vitally important to
the community and I appreciate your commitment in doing that.
I ask you to choose Option 3, to make the ramp a carry -in only, for the following reasons:
• Our number ONE goal with this whole topic was to protect the water quality of the St Croix River. The
option that BEST accomplishes this is No. 3. It's as simple as that.
• Not only would Option 3 virtually eliminate erosion issues, but it is the LEAST EXPENSIVE option.
That sounds like a win-win to me. With all the things we need to spend taxpayer money on, it makes
sense to seize saving opportunities where possible.
Option 3 preserves the natural shoreline view from the river.
• It preserves the rustic character of the existing ramp.
• It eliminates all the issues with too many cars and trailers parking at a site that was not designed for
them and has no capacity for them.
• It would provide a place for MORE people to enjoy the river. Without the landing needed for trucks and
trailers, more people would be able to use the access for other types of recreation — picnicking, shore
fishing, swimming. Currently we have no City properties where people can simply enjoy the quiet river
setting.
While I do not want to limit access to the river for motorized boats, there are two excellent ramps just a few
miles away that are very easy to get to. I don't think Option 3 would create any undo hardship.

I hope to attend the meeting tonight, but would like to make this comment in case I don't get a chance then.
One time I was working on a problem involving some land planning that had been made complicated by trying to meet
too many people's needs.
I asked the opinion of a particularly wise friend and he said, "Let the land tell you what to do. Don't try to impose
impossible development and make everybody happy. Just look at the land and it will tell you what to do."
As the Log House Landing project has developed, there have been all kinds of opinions. Trees have been marked for
removal, plans made for people to get boats into the river, but why?
The river has already been wisely protected. That area is already a no wake zone. There is a boat launch at O'Brien
State Park just down the road.
That little road with its giant trees and bouncing stream is a treasure.
I think it's telling us to be gentle.
It is impossible to turn a Walmart parking lot back into Grandpa's farm field. Some things are best left alone.
If there were a grassy picnic spot and a path to carry small boats to the river, it would be just fine.

To Whom it May Concern,
I am writing to express my hope that you all will vote in favor of converting the Log House Landing into a
walk-in only option. As a local resident who lives adjacent to the property, I firmly believe development of the
site would be a redundancy of amenities offered in the area (William O -Brien within such close proximity),
with an unnecessary expense to taxpayers. Not only would this come in the form of cost to build the landing,
but also an increase in police and fire calls to the site, an increased need for trash pick-up and maintenance of
the site into the foreseeable future.
I am a teacher and believe access to the river is fundamental to students' learning about biology and ecology.
Each year I bring classes of students to paddle and study the river around Stillwater, Osceola, and William
O'Brien. In the years I have brought young people there, I have never bemoaned the lack of access points or
available amenities. A walk-in only option still affords locals and visitors access to the river without many
threats to the river and ecology associated with the ramp's development. Larger boats require larger trucks and
often noise issues, create a large wake (illegal on this stretch of the river anyway), and can deter wildlife,
amongst other issues.
Scandia has the opportunity to offer a unique amenity to paddlers and shore anglers by making this a walk-in
only option. It will be safer to those who use it, will save taxpayers money, and encourage people to use our
State Park system. Given current threats of invasive species to the river, we would do well to funnel extra
dollars to those agencies seeking to study and slow the movement of carp and Zebra Mussels.
Please vote in favor of converting the landing into a walk-in only option.

Hello Mayor Maefsky and City Council Members
I am unable to attend the meeting this evening, but would appreciate you accepting my comments regarding the
Log House Landing.
My priorities for the Landing are (1) to preserve the natural setting and aesthetics of the area;
(2) to provide access for emergency vehicles to the river, and (3) to prevent erosion and improve water quality.
I think that the best way to accomplish these priorities is to support option #3 --using the Landing for walk-
in/carry-in only (no trailers). There is limited space for parking and I think this option allows more individuals
to use the Landing at the same time rather than taking valuable parking space for vehicles with trailers.
I would also like to see that there would be no overnight parking at the Landing.
I understand some people strongly feel that Scandia should provide a place for free access for boats to the
river. I don't think that has to be. I believe that option 3 would keep costs down for implementing and
maintaining the access.
I feel that people who budget for a truck/car license, trailer license, boat license, hunting/fishing license can
include the cost for gas to go to Osceola or Franconia or for a park sticker to go to O'Brien State Park.

To Whom it concerns:
My family has owned a cabin along the beautiful and serene St. Croix River for over 80 years. I am writing to firmly
request stopping any further action towards building a big concrete ramp expansion at Log House Landing (LHL). I
support the Carry -In Option because I deeply believe it is important to preserve this very special rustic river access so
that this access remains in keeping with the Scenic River area where it exists. Thank you for taking into consideration my
request.
