Dear City Council,
I'm writing to urge you to exercise restraint on decisions about upgrades to the Log House Landing. In the end,
I support the option of a "Carry In" design without trailers, though I do so with some reservation. My
rationale is below.
The landing can be an important and useful access point for recreationists on the upper St. Croix, but it should
be managed and designed in a way that's consistent with the National Park's designation as a National Scenic
Riverway. To me that means, especially, encouraging small boats and discouraging large, loud, fast boats.
Furthermore, it means minimizing the footprint of roads and development. In an era of regressive politics and
attacks on our nation's wild spaces which are its true treasures, willingly allowing and even encouraging
additional degradation makes no sense; instead we should be doing everything we can to preserve those spaces
for future generations.
As I understand the choices before the Council, somehow all of the work and discussion over the last couple
years has come down to a limited set of options. Frankly, while I appreciate the need to make a decision and to
limit the choices, it sure appears that the options remaining represent extreme end points without much
opportunity for moderation.
• No Action: Leave the ramp as is with no changes. This doesn't appear to address the drainage and
sedimentation issues that initiated this whole process in the first place, so it doesn't feel adequate.
• Full buildout: Continue to pursue building a concrete ramp for trailered boats. This idea is is over the
top, an extreme choice that would drastically change the river for the worst, and will diminish the
quality of the St. Croix River experience for the foreseeable future, possibly permanently. It's completely
inappropriate for the location.
• Carry-iny: Change the ramp to Carry -In — no trailers permitted. This is appealing, and maintains the
river's best scenic and natural qualities but limits river access to those with canoes and kayaks and the
physical ability to use them. I'm sensitive to the classist argument.
• Closure: Close the ramp completely. It feels like a solution that nobody wants, among other things
ignoring the history of the place, and meaning there would be no public access for a long reach of
river.
Assuming that the Council continues to limit itself to these four alternatives, the only logical or defensible
choice is the "Carry -in only" option.

Walter Mondale worked and lobbied very hard to protect the St. Croix National Scenic Riverway and this is a direct
violation of that designation. There is ample boat launch access on the St. Croix and I would call this irresponsible and an
act of privilege and laziness. The fact is if you can afford to boat on the St. Croix you can afford the extra gasoline to

I am in support of option 1 or option 2.
Any use restrictions for Log House Landing seems to go against a longstanding history of why we have
National Parks and public waterways. Log House Landing has been used by boaters of all types for a very long
time. Generations of families have been using this landing to access this outstanding riverway by boat, pontoon,
canoe, and kayak. To change the use of this landing to benefit a small group that have a special interest in
seeing its use restricted is at the very least, selfish, and in my opinion criminal. Log House landing is publicly
owned and should remain open to all types users that want to enjoy the river.

This topic just keeps popping to the top and never gets resolved. The article in Messenger says four years??
It seems to me that the City of Scandia, the DNR, the Watershed District etc. etc. are all to willing to spend our TAX
PAYERS MONEY on projects like this one. I feel that you are now trying to create a solution to a problem that does not
exist. Do you know how many people use this landing during the year?? I would guess very few. Between Stillwater and
St Croix Falls there are many places to put a boat in the river. Just 2 miles away is the State Park.
I do agree with Mr. Hegland and Mr Schneider that no TAX monies should be spent on this project. Of the 4 options in
the paper the "leave as is" of "close the ramp" seem most logical to me. Put a sign at the top of the road the says "Zero
Maintenance Landing" and leave it be. I've lived in the area for 60 years and the landing has always been just about like
it is right now. There is no need to spend any money on it period. A boat ramp with a 90 degree turn is very comical.
Most of us have enough trouble with a straight one.

This is sent to each of you as as the elected and honorable members of the Scandia Council. I write to urge you
to allow the log house landing to become " Carry In Only". This is not easy for me to say as a person who has
trailered his small fishing boat to the LHL launch for the past 18 years, sometimes alone, sometimes with
friends but most often with one or both of our children in tow. The beauty of the landing speaks for itself. Given
this history, naturally my first reaction to this issue was " don't touch it". But, because I deeply care about this
National pristine watery necklace I looked further into the situation.
My education here , which I fought, forced me to admit that " leaving it be" doesn't solve the
erosion/degradation/access issues and the "construction" options clearly were not consistent with the Scenic
River Act and are too expensive.The National Scenic River Act with its great foresight has allowed and
continues to allow all of us to be blessed by the access and use of this very special river. The proposed
"construction" changes would through our own eyes daily remind us our river is not as special as it once was.
Additionally, as a long time tax paying member of Scandia, I am also not interested in spending significant
dollars much less tax dollars on expensive invasive changes to this Natural landing.
So I urge you to allow this peaceful, beautiful landing to remain quiet, useful and real. "Carry In Only" is the
ONLY solution that accomplishes continued access, respect for the natural landing (that it has always been )
and protects the river. I will trailer my boat to O'Brien, Franconia or Osceola. I will miss the Quinnell
connection but I will visit it from the river and see it as it has always been.... NATURAL. By the way my
research and my personal observation over the years suggests most users of this natural landing are already
"Carry IN" folks. The balance here for all the reasons above favors a smart, economically sound natural

enough room down there for parking for boat trailers. Also, there are places to put in boats at the

My husband and I live in Scandia, along Quinnell.
It's a good thing to offer public access to the St Croix river in our community. We've used the public access
often when friend and family come over for canoeing. I don't understand why we would want a deluxe, paved,
large access. There's one up river by the Osceola Bridge that can accommodate large boats and trailers, and one
at O'Brien also that is large and can accommodate large boats and trailers.
Scandia is under no obligation to expand the scope of our access.
There is limited space for parking. It's used beyond capacity already on fishing opener and other high volume
occasions, which interferes with us locals using it. Plus, it's a mess to clean up. Do we really want more mess
and noise?
I'd be happy to see maintenance, eco friendly improvements which would limit erosion and run off. It's a fine
landing for limited use. Small fishing boats, canoes, kayaks, maybe pontoons, but some limits in trailer size are
needed. This is a no wake zone part of the river. The channel is shallow, big boats are literally out of their depth
here. Why put in a landing that is too large?
I'm opposed to seeing expansion of the present footprint.

As a long time river resident (since 1969), 1 write to express my support for keeping Log House Landing roughly as it is.
I understand that some improvements are needed, and I support changing the ramp to carry -in only, no trailers
permitted.
This would require revegetating the ramp, which would mitigate erosion.
It would also increase access, since carry -in vehicles typically take up less space than trucks/trailers, allowing for more
vehicle parking.
And it would be more cost effective, both on the front end and in terms of ongoing maintenance.

improvements.

My name is Betsy Brock and my family owns the log cabin located adjacent to the Log House Landing. Our address is

I am writing to express our support for making the landing a "carry -in"
only landing. Over the years, the landing has gotten busier and busier.
People come with big boats and huge trailers and it is really more than the landing or the road can, and should, bear.
Here are three reasons we would like to see the city designate the landing as "carry -in."
1) We pay significant property taxes. In 2017, we will pay over $7,000.
A large portion of this goes to the City of Scandia. Widening the landing ramp does not seem like a necessary
expenditure or a wise use of public funds. We have a boat and we use the Osceola landing to put our boat into the river.
Osceola is a short -drive away and is a convenient location. Additionally, William O'Brien is very close. Given that we have
such close landings for bigger boats, it does not make sense to spend taxpayer dollars to widen the Log House Landing
ramp.
2) Currently, people frequently block our driveway with their large trucks and trailers when they visit the landing. When
this happens, we get stuck and have to call the Sheriff to come out and ticket the car and trailer. Usually, towing is not
an option so we are forced to wait (sometimes hours or even days) for the owner of the car to return. The landing is
loud. When they return from boating, people party, fight, and drink late into the night at the landing, which means that
we are forced to call the Sheriff (again!). All of these calls to the Sheriff are a drain on city resources. We don't foresee
these types of problems with a landing that is designed for kayaks and canoes.
3) That section of the river is a low -wake zone. Expanding the landing will only encourage more and larger boats to an
area of the river that is meant for slow-moving vehicles. A carry -in landing is much more in sync with the low -wake
designation.

I would like to weigh in on my thoughts regarding the options that Scandia is facing regarding the log house landing.
The carry -in option seems to me to be, by far, the best option. I think it best meets the goal of keeping Scandia a rural
and naturally
beautiful setting. Similarly it keeps our gem, the St. Croix River, in
the most natural state, while at the same time, protecting it as much as possible from additional run-off, resulting
possibly in more silt and pollution.
Perhaps even more people will want to, and be able to use the landing/river with this option, than if it were to have a
constructed concrete ramp -like structure.
How lucky we already are here, to have access to the river at Osceola, Franconia, and O'Brien Park, for those who want
to launch a motor boat.
In my opinion, our pristine river warrants protection from the encroaching affects of motors, engines, and
developments, in order to preserve its precious and beloved natural beauty.
Why would we not take this opportunity to do our best on behalf of this gift -of -a -river?
Oh—and, although this is not my primary point, I do think that some people would be pleased with the fact that this
option would be less of an expense to tax -payers.

Dear Scandia Council Members:
I have followed the Log House Landing issue with interest. I love the St.Croix's beauty and tranquility.
Having said that, I think you are focusing on the wrong things.
Yes there is, among others, a valid argument for not allowing primal beauty to be despoiled by a large
concrete ramp. If it happens, the world will go on, perhaps a little uglier from a local perspective. But
several other points of view (which I'll outline later) all have their points and emotional impact.
I understand that a previous bid to build the concrete (whatever you call it) came in at about $140,000.
Well that wasn't going to work. So now a more modest plan is out there and presumably will come in
much lower -- say at $40,000. Take a minute to focus on that. How well is your budget meeting the city's
pressing needs? How far would $40,000 go toward downtown improvement and general marketing of
Scandia?
The various interests have assembled four options:
1) Leave it alone option, which allows continuing erosion, results in ongoing maintenance and continues
to make it dangerous for walking because of the current traprock. At least that is cheap.
2) Pave the ramp, which will allow access to boats that are large, fast, and have wakes which are a
danger to paddlers and which inflict a lot of damage to the shorelines of a 100 -yard -wide lovely river
(never minding that the William O'Brien State Park one mile south has excellent access to the river for
trailered boats). Cost $40,000 ?
3) Allow "carry -in", which provides access to some but not others (others being boats on trailers
requiring concrete) and plant additional vegetation which will eliminate erosion. Some expense, but not
significant.
4) Close the landing (thus depriving everybody access to a nationally declared wild and scenic river).
An unfortunate idea from an emotional point of view. Bad PR.
Well, after three decades in corporate PR with large companies, I would go for number 3 because it
would:
A) Minimize expense.
B) Preserve the environment.
C) Serve the public interest for all but the trailered boat folks who do have access to the State Park.
D) Enable you to use the saved money to meet other pressing city needs.
I hope this brief review of the situation as I see it is of some use to you...

Dear Scandia Council Members,
Why would a Louisiana Gulf Coast native, specifically New Orleans, he writing
to you? Because oy husband an(] I recently completed the purchase of a ]ionic
in Scandia. Therefore, we are tax -payers and contribute to the economy of this
community. And I have been actively concerned with the destruction of the
Louisiana Mississippi Delta. The scale is different, the results are similar:
erosion, loss of recreational facilities, a way of life is disappearing. In New
Orleans, Bayou St. John, protected bytheLouisiana Scenic & Historical
Waterways Act is a focus for canoes, kayaks, picnics, in the middle of the city. It
is a locus for a vibrant neighborhood. No motorized vessels are allowed. This
would not work on the St. Croix., but a carry -in option would.
hn my visits to the St. Croix I have loved the way residents enjoy this beautiful
treasure. I have watched the canoes going along the river, seen picnickers along -
its banks, paddle boarders, swimmers and families and friends on pontoon
boats cruising up and down river. I have also seen large motor boats, some
observing the "no wake" policy, others, not. hn walking down to the Log House
Landing, I could not imagine why anyone would want to navigate a car, trailer
and boat down the hill and into the river. The idea of allowing carry -in gives
access f'or safe recreational purposes and would help to prevent erosion.
The facility at O'Brien State Park is a much easier entry. Since it is manned by
a Ranger and staff, boaters can he informed of the "rules of the river"
Not only do wakes erode the shore line, wakes are also a danger to the young
people and children swimming, paddle hoarding, etc. There is real concern by
the Rangers that this is a scenario for a fatal disaster.
Surely the carry -in plan would best provide all the river has to offer to the
area's residents and visitors

Please preserve the quiet and the woods at this location, and restrict the public landing to carry -in only.
When my grandparents and great aunts and uncles gave this land to the city of Scandia, they stipulated that you
maintain the landing as a park. They wanted to share both access to the St. Croix River and the experience of
the landing area itself with the general public. If the hillside is graded and rebuilt to accommodate a concrete
boat ramp, many trees will come down. While it would increase river access to motor boat operators and
fishermen -- a good thing -- it would also destroy the natural charm of the landing itself -- a very bad thing.
On balance, I think it is better for boaters and fishermen to use the ramp at O'Brien State park, which is only a
mile away.

Please read the following comments made in support of Option 3: Carry -In Only. These comments
came from users of the Log House Landing. Over the years, we have heard from hundreds of LHL
users and polled people at the actual site - universally they all want to see LHL remain natural and
rustic.
Carry -In access is the best way to preserve the site's historic integrity and rustic character. It is the
only appropriate and realistic long term solution for this small site with limited users.
The petition was started just a week ago and we already have over 300 signatures. There is a
strong desire to protect this landing.
Please act as stewards of the beautiful and wild scenic river that makes up our entire eastern border

2017-04-14 As our property is a few hundred yards north of the landing, I am directly
affected by boat traffic at The Log House Landing. The current access is
already allowing boats with large motors to enter. They speed up and down
this section of the river, despite it being a no -wake zone. We have chosen to
be on this stretch of the river because it is a designated Scenic Waterway. Any
enlargement of this road only encourages improper use of this stretch of river.
There are plenty of nearby lakes and boating areas along the Lower St. Croix
where larger boat activity is acceptable. Considering that a carry -in option
would cost the city less, as a tax payer, I can not imagine how The City of
Scandia could support a larger construction project here. Why anyone could
possibly justify a vote for a "lose -lose" proposal(!), when there is a win -win -win-
win (!1!) choice (win for the environment, win for budget, win for neighborhood,
win for good will toward the city and council!).

2017-04-14 As a local property owner who spends a good deal of time on the river,.l want
to see it maintained as a safe and beautiful place for families and individuals to
enjoy the river. Some key points:
--This stretch of the river is poorly suited for any but the smallest and least
intrusive motorized vehicles in any case.
--I believe erosion is speeding the process of this stretch of the river becoming
wider and shallower, and even less suited for motorized boats. We should
preserve the character of the river and protect it as a usable natural resource
as long as possible.
--There are plenty of other lakes and sections of the river that are suitable for
larger motorized boats.
--This area offers an experience of nature that is unusual in this part of the
state, and in such proximity to the Twin Cities.

Scandia. I hope the council can find a way to keep it open. I agree strongly with
the points made in this petition and would like to add that the last 2 times I have
tried to use the landing with my kayak and canoe, I was unable to bring a car in
to load my boat because of trucks with trailers blocking the ramp. The site is
not suitable for parking a trailered vehicle, nor is it suitable for large trailers to
back down the ramp to the launch. I encourage you to adopt the carry -in
option, or simply leave the site as is.

100 years, will not accept changes to the landing that result in increased
vehicular access. We deeply value this river's pristine quality, cleanliness, and
integration with nature. Building a concrete ramp will result in more noise from
wider range of river users, in addition to encouraging access by large trailers. If
demand for these types of road changes exists, they should be implemented in
areas that are already key access points. People wishing to enjoy the St. Croix
at this location should do so with the intent of minimizing ecological and

boats, but salt runoff, noise, and other invasive elements. There are several put

then. This part of the river is wonderful in canoes, kayaks, and all small boats
and the landing provides access for them. Please make it a carry -in landing so

2017-04-21 The St. Croix River is one of my family's favorite places to canoe and camp.
We love it for its quiet, peaceful, and secluded feeling. Around the Metro area
are many "developed, natural areas". It's difficult to find something that's truly
rustic and natural as feasibly possibly. Once this area is developed, we can't
go back. Its intrinsic value will be irrevocably lost. Please protect these more
wild places on the river. There is a boat launch just a short way down the river
for larger crafts to use. Maybe because the motor boats are louder and the
canoes cut silently through the water, that canoeists are over looked.
Please leave Log House Landing as a rustic landing for those who choose that
style of enjoying the outdoors. Instead, you can add amenities to the boat
landing down river that already exists.

2017-04-21 11 Carry -in by far makes the most sense at this small and limited landing for both
environmental and economic reason. The "leave as is" option and is
unsustainable and will eventually lead to concrete, expense and considerable
loss to our National Park.

Subject: Log House Landing - Support of Carry -In Access Only
Good afternoon,
I am writing to put my support behind the Carry -In Access Only option in regards to the Log House Landing
project. I would hate to see larger and faster boats ruin the peaceful aesthetic of this stretch of the river. I have
been coming to my grandparent's house on the river for my entire life and love that this area of the state remains
the same after decades.
Please consider option 3 for Carry -In access only and not allow trailered vehicles to use the landing for their
large boat launches.
