City of Scandia Parks and Recreation Committee Monday, June 1, 2026
A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and
Zoom. Present: Greg Zauner (Chair), Dustin Hegland (Vice-Chair), Amy Shattuck, and Laura Weber. Absent:
Kathy Sanville. Also Present: Kirsten Libby (City Council), and Kyle Morell (City Administrator.) Zauner called
the meeting to order at 6 pm. A quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Hegland motion to approve the agenda, Shattuck, seconded. Motion carried unanimously.
APPROVAL OF MINUTES
Zauner called for any additions or corrections to the May 4, 2026 minutes. No additions or corrections were
submitted. The minutes stand approved as documented.
REPORTS
Chair Report
Zauner updated the committee that Peppia has indicated she will not pursue further the idea of offering exercise
classes as she does not wish to deal with the insurance requirement. Zauner requested staff confirm a volunteer
list of opportunities online.
OLD BUSINESS
Master Plan Capital Plan Project Discussion
Chair Zauner facilitated discussion.
Keep the hockey nets on the rink in the summer for roller hockey to meet item I.14 on the Immediate
time frame list of the Action Plan Charts in the Master Park Plan
Future development discussion of Tomteskogen Park
Discussion of a future pavilion location: Lilleskogen Park or Wayne Erickson Memorial Ball Field
No fees for use of Wayne Erickson Memorial Ball Field where other communities collect fees for lighted
fields discussion
Question raised if Scandia can sell property for funds for projects; consider requesting Council to
consider selling Orwell Outlot
Wind in the Pines: trail markers and steps for other improvements discussion
Request staff to modify Action Plan Charts to be organized by location instead of timeframe and remove
completed projects as a supporting document for the July PRC meeting
Committee consented to meet at a different city park 30 minutes prior to scheduled PRC meetings to get to
know each location and better understand what each park has and what it might need. July 6, 2026: Lilleskogen
park tour @ 5:30 pm. Staff to post the park meeting, and no park business will be discussed outside of the public
meeting held at the Community Center Council Chambers.
PRC Operational Calendar
July has the annual Taco Daze Pickleball Tourney planning scheduled. Weber and Shattuck will shadow Terry
Gorham to learn how to run this PRC event at Taco Daze.
NEW BUSINESS
Weber requested continued discussion to coordinate senior activities with Lions Club. Zauner is working with
the Lions as they also are trying to get something offered.

Motion to adjourn the meeting by Shattuck, seconded by Hegland. Motion carried unanimously. The meeting
adjourned at 7:12 p.m.
