Subject: Resolution 07-21-26-06 – Resolution of Support for MPCA Clean Water
Loan Program for Wyldewood Acres HOA
Background:
This agenda item was tabled in both May and June to give Carrie Mitchell and the HOA Board
more time to work on alternative options.
Mayor Kronmiller and I attended the Wyldewood Acres HOA meeting on Wednesday, May 13.
The HOA voted to work with the City to apply for the MPCA Clean Water Loan, the same
program the City helped Tii Gavo with last year. The attached resolution indicates the City’s
support for the application and does not obligate the City to move forward with the loan. If
approved, the HOA will look to submit the MPCA application by the end of the month.
The HOA Board has asked that the Resolution be brought back to Council for approval. They
believe the MPCA Loan is the community's preferred option and would like to secure the loan in
2026 so that assessments may begin in 2027.

RESOLUTION NO. 07-21-26-06
RESOLUTION AUTHORIZING SUBMITTAL OF A LOAN APPLICATION TO THE
MINNESOTA POLLUTION CONTROL AGENCY CLEAN WATER PARTNERSHIP
LOAN PROGRAM
Be it resolved, by the City of Scandia, to submit a proposal to the Minnesota Pollution Control
Agency to conduct the following project: Wyldewood Acres HOA Septic System Upgrade
Be it further resolved, that City Administrator, Kyle Morell, be authorized to submit the
proposal for the above-mentioned Project and shall have the authority to represent this body in
all matters that do not specifically require the action of this body.
Be it further resolved, that submittal of a proposal does not obligate this body to accept a grant
and/or loan if so offered.
Whereupon, the above resolution was adopted at a regular meeting of the Scandia City Council
this 21st day of July, 2026.
