INTERNET ACTION COMMITTEE
MINUTES
Thursday, June 18, 2026, 6:30 p.m.
Scandia Community Center, 14727 209th Street North
Attendance: Vice-Chair Patti Ray, John Carney, William Perry, and Stephen Bradley. Absent, Chair
Bob Wilmers
Also in Attendance: City Administrator Kyle Morell and Council Liaison Steve Kronmiller
Call to Order – Vice-Chair Ray called the meeting to order at 6:30 p.m.
Approval of Agenda – Motion by Perry, seconded by Carney, to approve the agenda. Motion
carried 4-0.
Approval of Minutes –The May 21, 2026, meeting minutes were approved on a motion by Bradley,
seconded by Perry. Motion Carried 4-0.
Public Comments – None
Midco Update
Morell presented an email from Midco Central Construction Manager Hayden Lemoureux, stating that
the Border 2 Border grant construction is still scheduled to be completed by mid-October. This date is
later than the March update, which had project completion in July. The delay could be due to railroad
permitting and the acquisition of private easements. Midco will engage each property owner who pre-
registered for service to help identify hazards in their yard prior to connection. There appears to be a
property along Quinnell Ave N that was missed in the planning process. Staff has stated they will email
Midco asking for a plan to connect that property.
Scandia Community Fun Day Event – August 19
36 stories have been collected. Ray, Wilmers and City’s Parks and Recreation Committee Chairman
Zauner will read the stories and narrow them down to a smaller group that will be presented to the
Internet Action Committee. The event will be held at the Community Center, not Lilleskogen, as part of
the Farmer’s Market and the SHA music series. Patti will purchase 500 ice cream bars to be passed out.
The Committee will work a booth at the Farmer’s Market and provide updates to all those that stop by.
Fiber Update for Legacy Coax Customers
Staff presented an email from Midco explaining that they are upgrading their coax cable across their
network and plan to complete the upgrade by 2028. The upgrade will not change the existing coax, but
will improve speed and reduce congestion.
