RE: GIS Web Application ArcGIS Online Transition
Dear Mayor and Council,
The following proposal outlines an approach to transition the City of Scandia’s existing GIS web
application from ENVISIONiD to Esri’s ArcGIS Online platform. This transition will provide a more flexible,
accessible, and user-friendly environment for managing and delivering GIS data. Bolton & Menk has the
experience and qualifications to support this transition and continue pro viding efficient GIS services on
the City’s behalf.
Project Understanding
Bolton & Menk, Inc. currently manages GIS data for the City of Scandia on a locally hosted server
environment. Due to evolving Esri licensing requirements, Bolton & Menk is transitioning clients from
locally hosted systems to ArcGIS Online, Esri’s cloud-based platform.
This transition will allow Bolton & Menk to continue supporting the City in maintaining and delivering GIS
data through modern, cloud-based web applications. ArcGIS Online provides increased flexibility,
improved accessibility across devices, and enhanced data organization capabilities compared to the
existing ENVISIONiD platform.
Currently, the City of Scandia maintains a single GIS web application containing all GIS layers. While
comprehensive, organizing data within a single application requires thoughtful design to ensure users can
efficiently access relevant information. Bolton & Menk understands the importance of providing City staff
with intuitive access to key data and is well-positioned to deliver a streamlined, user-friendly application
that supports daily operations.

Project Approach
Task 1 – ArcGIS Online Platform Setup
Bolton & Menk GIS staff will assist the City in establishing an ArcGIS Online organization through a direct
agreement with Esri. The City will contract directly with Esri for licensing and annual subscription
services.
Licensing requirements and costs will vary based on user needs. At a minimum, an ArcGIS Online
organization typically includes the following license types:
• Creator ($700/year)
• Mobile Worker ($400/year)
• Viewer ($125/year)
Estimated minimum annual Esri licensing total: $1,225
Bolton & Menk will assist the City in evaluating appropriate licensing levels and configuring the
organization accordingly.
Upon execution of the Esri agreement, Bolton & Menk will deploy the ArcGIS Online organization on the
City’s behalf, establish user accounts, and configure the system to support GIS data, maps, and
applications. This includes organizing content through groups to ensure appropriate access,
management, and usability.
Task 2 – Existing Data Migration to ArcGIS Online
Bolton & Menk GIS staff will prepare and publish all existing GIS data currently stored on Bolton & Menk
servers into an ArcGIS Online-compatible format. Data will be structured following established Esri
standards and best practices.
Data access will be organized through groups to improve usability and ensure appropriate access for City
staff. Where applicable, connections to external or publicly available data sources will be incorporated to
supplement existing datasets.
All data will be migrated in its current condition. Data enhancements, cleanup, or expansion can be
addressed as part of future efforts, if desired.
Task 3 – GIS Web Application
Bolton & Menk GIS staff will develop a GIS web application for use by City and Bolton & Menk staff. The
application will include all GIS layers currently available in the ENVISIONiD platform and will be accessible
across devices.
The application will be designed with a user-friendly interface to support efficient access to key datasets
for City staff across departments. Data within the application will be view-only and presented in its
current condition. Any future enhancements can be addressed outside the scope of this project.

Task 4 – Training
Bolton & Menk staff will provide on-site training and support to ensure City staff are proficient in
navigating and utilizing the new ArcGIS Online web application. Training documentation will be
provided for ongoing reference.
Feedback gathered during training will be used to identify potential future improvements and
enhancements outside the scope of this project.
Project Compensation
Compensation for these tasks shall be based on our hourly rates. Any additional tasks or support
requests will be considered outside the scope of this proposal and will be performed at our
regular hourly fee schedule.
