08.d Scandia Heritage Alliance Request for Fee ReductionPO Box 159 |Scandia, MN 55073 ScandiaHeritageAlliance@gmail.com 651.233.0267 |www.ScandiaHeritage.org July 17, 2026 Mayor Steve Kronmiller and Members of the Council City of Scandia 14727 209th Street North City of Scandia MN 55073 Re: Planning & engineering fees related to the change in decision to allow Water Tower Barn connection to City septic system Dear Mayor and Members of the Council: Scandia Heritage Alliance requests that the City of Scandia reduce the charges being billed to Scandia Heritage Alliance for planning, engineering and other fees for the Water Tower Barn Project due to the erroneous work on sewer system capacity and the last-minute reversal of the 2021 decision to allow connection to the City septic system. This decision was made after Civil Engineering plans for Water Tower Barn were compete, and the change led to additional fees from our civil engineer, Anderson Engineering, as well as from DesignRight Drafting for updating the Site Plan. We assume that additional fees will also be billed to Scandia Heritage Alliance for time spent by Bolton and Menk. We hereby request that the City consider a reduction in fees in an amount equal to the May 2026 invoice from our civil engineering firm for editing the site plan, which is $4,950 (see attached). This amount reflects only a portion of the costs born by SHA, so our request reflects an offer to share the overall burden of the error with the City of Scandia. During the 2021 PUD review and planning for Water Tower Barn, the City charged Scandia Heritage Alliance $1,690 for a study on they city’s septic capacity completed by Midwest Sewer at the request of Bolton and Menk. This study resulted in the City Engineer assuring our project team there was sufficient capacity for the Water Tower Barn to connect to the City downtown septic system. In spring of 2026, the City and Bolton and Menk reversed this decision. This led to the Mayor and our project team holding a major meeting with the County Commissioner and multiple County staff in spring 2026. As a result of this reversal, significant expenses by Scandia Heritage Alliance were incurred in design, special meetings, and ultimately redesign of the project sewer system. We do not seek compensation for the delay due to redesign for the system; however, SHA feels that it is fair to ask that the City cover a portion of the costs incurred due to the last-minute reversed decision. We value our great cooperative relationship with the City, but as we start construction, having this amount back in the project budget would allow a meaningful upgrade in the design.
